    Project Overview:

    The Oracle Subject Matter Expert (SME) and Database Engineer provides senior-level expertise and technical leadership in the design, development, and maintenance of complex database systems supporting federal, defense, and civilian programs. This role combines subject matter expertise in Oracle 19c and 23ai with hands-on database engineering—ensuring secure, efficient, and reliable data environments for mission-critical applications.

     

    The SME/Engineer supports modernization efforts, including on-prem to cloud migrations (AWS RDS for PostgreSQL), database upgrades, performance optimization, and compliance with T&T and government standards.

    Primary Responsibilities:

    + Lead Oracle database projects, providing advanced technical guidance and oversight to DBA teams.

    + Review, evaluate, design, implement, and maintain enterprise databases to support organizational goals.

    + Identify data sources, design data flow and decomposition diagrams, and document data processes.

    + Write and optimize database code, including stored procedures, triggers, and access scripts.

    + Manage and execute large-scale upgrades (Oracle 19c → 23ai), updates, and patches.

    + Lead and support database migrations from on-premise Oracle systems to AWS RDS (PostgreSQL).

    + Develop and enforce standards, procedures, and conventions for database architecture and use.

    + Partner with system architects and software engineers to ensure data integrity and security.

    + Analyze performance metrics, identify issues, and develop solutions for optimization.

    + Provide technical documentation, feasibility analyses, and briefings for leadership and clients.

    + Mentor junior database administrators and ensure adherence to T&T database governance frameworks.

    + Perform a variety of complex technical tasks and rely on experience and judgment to plan and accomplish objectives.

    + Contribute to T&T proposal activities and all other duties as assigned by T&T managers.

    Required Skills & Qualifications:

    + Expert knowledge of Oracle Database Enterprise Edition 19c, 23ai, or higher.

    + Proficiency in database design, access, and programming, including SQL, PL/SQL, and stored procedures.

    + Strong understanding of data modeling, normalization, and performance tuning.

    + Proven experience leading database upgrades, migrations, and modernization projects.

    + Experience implementing database governance, quality control, and security policies.

    + Ability to lead and direct teams while executing multiple concurrent database initiatives.

    + Excellent written, verbal, and presentation skills for technical and executive audiences.

    + Strong analytical and problem-solving skills, with creativity and adaptability.

    Desired Skills & Qualifications:

    + AWS Certified Database – Specialty or related certification desirable.

    + Oracle Certified Professional (OCP) or Oracle Certified Master (OCM) preferred.

    + Master’s degree preferred.

    + Experience with AWS RDS for PostgreSQL and cloud database architecture.

    + Familiarity with CATTS IDIQ structure and federal contracting standards.

    + Experience supporting CMMI, ISO 9001/27001/20000-1, or ITIL frameworks.

    + Knowledge of data governance, metadata management, and cybersecurity best practices.

    Required Education/Experience:

    + Bachelor’s degree in Computer Science, Information Systems, or related discipline

    + Minimum 4 years of hands-on database engineering and development experience.
