    This position requires an employee to be onsite at 400 Wabasha Street North, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

    Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Program Manager who position will play a crucial role in the successful implementation of new programs including Tier II SAHA Competitive Grant, Local Housing Trust Fund, Greater Minnesota Infrastructure, Lead Safe Homes and support the Bring It Home Rental Assistance Program. This position will manage the daily operations for the programs within the Local Government Housing Programs team, lead the due diligence and contracting requirements of the programs, and assist with ongoing program improvements, disbursement activities and monitoring activities. Additionally, this position will be responsible for providing technical assistance to cities, counties, and Tribal Nations to ensure the successful use of these funds.

    Essential Job Duties

    + Manage the daily operations of programs within the Local Government Housing Programs team, including the Tier II SAHA Competitive Grant, Local Housing Trust Fund, Greater MN Infrastructure Grant Program, Lead Safe Homes Grant, and other programs assigned to the unit. This position will also support the Bring It Home Rental Assistance program.

    + Manage the annual Request for Proposals (RFP) process for the Local Government Housing Programs team, including grantee selection, contracting, disbursements for new grantees, and monitoring activities.

    + Provide technical assistance to internal and external partners related to the annual RFP process and monitoring activities for the Local Government Housing Programs.

    + Lead document collection and due diligence activities when contracting with new grantees for the Local Government Housing Programs.

    + Assist with the daily operations of other agency programs related to local government housing or other assigned agency initiatives, as needed.

    + Update website content and deliver external communications to stakeholders.

    + Perform other duties as assigned.

    Minimum Qualifications

    To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.     Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

     

    + **(3) three** **years of experience in** **program management in affordable housing** **providing technical assistance on affordable housing programs with community and/or developers of affordable housing.**

    AND

    + **Demonstrated ability to work cross-functionally and build strong relationships with agency staff, external partners, and community stakeholders.**

    + **Proven experience in program management, including leading complex programs and/or teams.**

    + **Strong knowledge of affordable housing programs and related community development initiatives.**

    + **Excellent organizational, time management, and communication skills (verbal, written, and interpersonal).**

    + **Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.**

    + **Valid Driver's License: A valid driver's license is a requirement, as the position involves up to 50% day travel with occasional overnight travel to visit and inspect developments.**

    Preferred Qualifications

    + **Master’s degree in Public Administration, Public Policy, Planning, Business.**

    + **(4) four years or more of experience in program management in affordable housing providing technical assistance on affordable housing programs with community and/or developers of affordable housing.**

    + **Experience managing affordable housing programs.**

    + **Experience managing Requests for Proposals (RFPs) or grant programs, including state grant contracting and monitoring activities.**

    + **Experience working with, or knowledge of, the operations of local units of government, including cities, counties, and Tribal Nations.**

    Physical Requirements

    Requires moving office items such as file folders and small office tools.

     

    A certain amount of walking and standing is often necessary in carrying out job duties.
