At Parsons, you can imagine a career where you thrive, work with exceptional people, and be yourself. Guided by our leadership vision of valuing people, embracing agility, and fostering growth, we cultivate an innovative culture that empowers you to achieve your full potential. Unleash your talent and redefine what’s possible.

    Job Description:

Are you ready to help modernize and optimize voice communication systems across the National Airspace System (NAS)? Parsons is seeking a talented MBSE Engineer to support the FAA in modeling, simulating, and analyzing air-to-ground (A/G) and ground-to-ground (G/G) voice communications. In this role, you will use Model-Based Systems Engineering (MBSE) to de-risk design decisions, validate performance, and support the deployment of next-generation ED 137–based VoIP voice capabilities.

This position interfaces closely with FAA stakeholders to ensure the reliability and scalability of telecommunication systems critical to airspace operations. If you’re passionate about MBSE, telecommunication systems, and delivering high-quality solutions for aviation safety, we want to hear from you!

    Duties & Responsibilities:

+ Voice System Modeling - Build high-fidelity SysML/UAF models of A/G and G/G voice paths, including legacy analog systems and VoIP components (radios, VCS features, switching, recorders, and IP networks). Model performance metrics such as latency, jitter, packet loss, availability, failover, and speech quality (E-model/MOS, PESQ/POLQA). Represent FAA systems and interfaces, including VSCS/ETVS/STVS, recorders, and ED 137 VoIP components, ensuring scenarios reflect operational deployments.

+ Simulation & Analysis – Design experiments and scenarios (controller-in-the-loop, day-in-the-life, stress/fault injection), run simulation campaigns, and analyze results. Calibrate models to lab data from FAA facilities such as the William J. Hughes Technical Center (WJHTC) and Target Generation Facility (TGF). Prototype modernization paths aligned with FAA’s Voice over IP Communication Enterprise (VoICE) approach, including analog protocol converters and ED 137 interoperability.

+ Integration & Automation – Integrate models with hardware-in-the-loop (HITL) environments, traffic generators, pseudo pilots, and ERAM/STARS/ATOP connections. Automate data collection, replay, and reporting using scripting tools and lab orchestration techniques.

+ Engineering Artifacts - Produce requirements, model assumptions, verification/validation plans, and traceability artifacts consistent with RTCA DO 278A standards for ground-based CNS/ATM software. Present findings to FAA stakeholders and support technology transfer to operational teams and vendor partners.

    Required Skills/Education

+ Bachelor’s Degree in Systems, Electrical, Computer, or Mechanical Engineering (or related discipline); Master’s Degree preferred.

+ 10+ years overall experience. 5+ years of experience in telecommunication/network modeling for mission-critical systems

+ 3+ years of hands-on MBSE/SysML modeling experience using tools such as Cameo, Rhapsody, Enterprise Architect, or Capella.

    + US Persons required

    + Hands-on experience with discrete event and network simulation tools (e.g., ns-3, OMNeT++, Riverbed/OPNET Modeler, AnyLogic/Arena).

+ Proven delivery of model-based outputs for gated reviews (SRR → CDR) and baseline control/change management.

+ Familiarity with FAA environments (WJHTC labs, Simulation Branch/TGF; integration with ERAM/STARS/ATOP/TBFM).

+ Working knowledge of ED 137 (VoIP for ATM, radio/telephone/recording volumes) and FAA VoIP policy or VoICE concepts.

+ Exposure to VSCS/ETVS/STVS behaviors and operational constraints; familiarity with recorder requirements (VRRP/DALR).

+ Experience with HLA/DIS for distributed simulation, hardware-in-the-loop, and lab orchestration (containers/virtualization).

+ Awareness of DO 278A software integrity assurance practices for ground systems.

+ Statistical design of experiments (DOE), Monte Carlo analysis, reliability modeling, and model calibration/validation techniques.

    Desired Certifications:

    + INCOSE CSEP/ESEP, OMG certifications (OCUP/OCSMP), or PMI/SAFe credentials.

    \#BNATCS

    Security Clearance Requirement:

    None
