Reporting to the Chief Information Officer, the Executive Director of Information Technology Services requires understanding of the CUNY Strategic Plan, the Queens College strategic plan, academic programs and student demographics as well as familiarity with the CUNY and QC technology policies and governance.
Responsibilities include, but are not limited to, the following:
1. Strategic Leadership - Develop and execute a comprehensive technology strategy, in consultation with the CIO, and the CIO’s Chief of Staff, for the ITS Strategic Operations Division aligned with Queens College’s mission, strategic goals, academic priorities, and research needs. Oversee the development and administration of the IT budget and resource planning within the Strategic Operations Division.
2. Technology Operations - Oversee Information Technology Services (ITS)’s Division of Strategic Operations, including network and cabling infrastructure, data centers, telephony systems, and enterprise applications. Ensure the reliability, scalability, and security of the College’s IT infrastructure. Establish and manage IT policies, governance structures, and service-level agreements that promote operational excellence in collaboration with the IT Cabinet Team.
3. Cybersecurity and Compliance - Implement cybersecurity strategy and risk management in alignment with the Queens College CISO to meet or exceed regulatory standards. Ensure business continuity and disaster recovery plans are in place, tested, and updated yearly. Partner with the Queens College CISO to ensure the ITS Strategic Operations Division practices adhere to HIPPA, FERPA, GDPR, NY SHIELD Act, and other applicable regulations.
4. Talent and Team Development - Lead, mentor, and grow a high-performing and diverse ITS team. Champion professional development, equity, and a hybrid work culture that supports work-life balance and staff retention
QUALIFICATIONS
This position is in CUNY’s Executive Compensation Plan. All executive positions require a minimum of a Bachelor’s degree and eight years’ related experience.
Desired Qualifications:
Master’s degree in Management Information Systems, Business Administration, Higher Education Administration, Information Technology, Information Systems, Engineering, or a closely related field.
• Minimum of 10 years of progressively responsible experience in information technology leadership, including at least 5 years in a senior management role within a complex organization.
• Strong higher education experience preferred, especially within a public university or CUNY environment, including knowledge of academic and administrative systems.
• Dynamic individual who has experience inside IT and experience working in other division within Higher Education, e.g., Student Affairs, Academic Affairs, Financial Affairs, Internal Auditing, etc.
Demonstrated success in:
• Strategic IT planning and execution, within Higher Education or Private entity, is a plus.
• Middle States Accreditation or other Higher education Accreditation Body Experience as an accreditor or University Experience as a committee member during a self-study.
• Managing enterprise-scale infrastructure projects, including networking, cybersecurity, and cloud migration.
• Budget management and resource allocation for multi-million-dollar IT operations.
• Leading cross-functional teams and driving organizational change.
• Negotiating with vendors and managing large-scale contracts, including state and federal compliance.
• Understanding of higher education funding models, including grants and contracts that support technology initiatives.
• Strong project management skills, including agile methodologies and waterfall approaches, as appropriate
• Demonstrated ability to mentor and develop IT leaders and staff, fostering a supportive and growth-oriented environment.
Core Technical Knowledge:
Cybersecurity & Compliance:
• Familiarity with FERPA, HIPAA, GLBA, NIST, and cybersecurity policies.
• Strong background in risk management, penetration testing, and disaster recovery planning.
• Proven experience leading incident response teams.
Enterprise Systems & Data Management:
• Knowledge of CUNYFirst (PeopleSoft) or similar ERP (Workday, Banner, etc.,) systems for HR, Finance, and Student Information.
• Understanding of data governance, analytics platforms, and decision-support systems.
Cloud & Infrastructure Management:
• Expertise in hybrid cloud environments (AWS, Azure, Google Cloud).
• Modern networking, including wireless design, VOIP, SD-WAN, VPN, and campus-wide Wi-Fi, mobile network augmentation design.
• Working knowledge of Ubiquity, CISCO, and other various networking systems
• Data center management, virtualization, and high-availability systems.
Emerging Technologies:
• AI/ML integration in higher education.
• Mobile-first and digital experience platforms for student engagement.
• Digital transformation initiatives, including self-service portals and automated workflows.
Leadership & Strategic Skills
• The individual in the position must be a collaborative leader and a strategic partner to academic, student affairs, and administrative units, aligning technology initiatives with institutional priorities

• Ability to develop and execute a multi-year IT Infrastructure roadmap that supports enrollment growth, research, student success, and operational efficiency.
• Change Management: Skilled at leading organizational transformation and fostering a culture of innovation.
• Is not risk averse and willing to take calculated and strategic risk to advance the College’s mission and goals.
Communication:
• Clear, diplomatic communicator with experience presenting complex technical issues to non-technical audiences, such as faculty governance groups.
• Ability to negotiate competing priorities diplomatically and build consensus across stakeholders.
• Equity & Inclusion: Commitment to diversity, equity, and accessibility, including ADA compliance and universal design in technology solutions.
Vendor & Contract Management:
• Expertise in state procurement policies, RFP processes, and managing vendor relationships.

COMPENSATION AND BENEFITS
Salary commensurate with education and experience. ($150,000 - $170,000)
