    Duties Description STANDARD DUTIES: As a Public Buildings Manager 3, the incumbent will independently perform the full range of property management duties for Department of Labor properties.The incumbent will:- Review, evaluate and develop requests, plans, proposals and justifications for the acquisition of new space, shared space and/or improvements, additions or alterations to existing space including the solicitation of cost and bid proposals for projects;- Coordinate operations and office relocations with all appropriate vendors including data/phone suppliers, utilities and other required sub-contractors to ensure all utilities are connected/disconnected at appropriate times;- Evaluates project cost factors and determines appropriate course of action to recommend or propose alternative course of actions;- Represent the Department in negotiations with other State agencies, landlords, real estate agents and other personnel concerning procurement of space, alterations specification and funding.- Confer with management and staff on space requirements, prepare space layouts, plans and specifications to determine best possible layouts and to ensure optimum use of space for staff and equipment;- Participate/assist with ideas and suggestions for operational policies , plans and procedures;- Administer facilities maintenance programs including scheduling, solicitation and inspection of preventive maintenance;- Initiating work orders while reviewing and/or recommending modifications to existing procedures; promote the use of Facility Force and other new technologies to streamline activities and improve efficiencies;- Perform on-site condition evaluations of facilities including service contracts;- Allocate resources to accomplish routine activities; coordinate the activities of construction companies, inspectors, and tenants by advising tenants and users of upcoming repairs to facilities. This will include peripheral areas that may result in disruption to services, access, or traffic to ensure that tenants are notified of alternate routes and access; - Investigate and resolve tenant complaints of issues affecting health, comfort, and safety; - Prepare budget requests; manage building contracts; and supervise state and contractual employees engaged in grounds maintenance, fleet vehicle parking operations, custodial services, maintenance, and security;- Provide direction to subordinate staff and support staff development and training to improve staff knowledge and efficiencies; approve time off requests, timecard entries and performance evaluations;- Assist with the development and implementation of internal controls; - Coordinate the use of facilities with other government agencies or officials, legislators, and public and private groups from the immediate area of the facility and other parts of the state; - Assist with arranging for the provision of special equipment, services, and furnishings and for special functions, such as meetings, hearings and luncheons;- Additional duties assigned as requiredPreferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.

This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection.Substitutions: An associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration - 6 - may substitute for two years of the general experience; or a bachelor’s degree in the above fields may substitute for three years of the general experience.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. If 3 or fewer qualified Department of Labor Public Buildings Manager 3 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Public Buildings Manager 3 without further examination. Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.70.1 Transfer Qualifications: One year of permanent or contingent-permanent as a Grade 21 or higher determined to be similar by Civil Service.     Additional Comments Although positioned in Albany, the primary oversight of this PBM3 is NYC/LI region and will require frequent travel. The expectations are the PBM3 will be able to have readied firsthand knowledge of all ongoing activities at all sites and be able to answer specific questions with concise clarity with little foreknowledge.
