    The Idaho Transportation Department (ITD) is seeking a detail-oriented and solutions-drivenFinancial Specialist Seniorto join our Project Accounting Group within the Financial Services office at ourBoiseHeadquarters. This is a critical role supporting the financial integrity of multi-year, federally funded transportation projects across the state.

     

    NOTICE : This position requires a background investigation before a final job offer is made.

    ABOUT THE POSITION

    As a Financial Specialist Senior, you will apply advanced accounting theory and practice to ensure ITD’s compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards. You’ll manage the full lifecycle of project accounting—from budget establishment and modifications to expenditure adjustments and final voucher processing.

     

    This position plays a key role in reconciling and reporting financial data, ensuring accuracy in project funding, and supporting compliance with federal and state regulations. You’ll work closely with District offices, Headquarters Program Managers, and Federal Highway Administration (FHWA) partners.

    EXAMPLE OF DUTIES

    + Perform daily Final Estimate reviews and weekly FHWA billing for project expenditure reimbursement

    + Reconcile project data between ITD’s Advantage system and federal systems

    + Process Final Vouchers and support FHWA audits, quarterly billing reviews, and compliance reporting

    + Support Local project accounting, including interest postings, receivables, and adjustments

    + Assist with project setups, coding resolutions, and project closures

    + Develop and analyze financial reports using enterprise-wide accounting software

    + Participate in financial system design, policy development, and technical problem-solving

    MINIMUM QUALIFICATIONS

    Experience:

    + Developing and preparing financial documents using a personal computer to develop, analyze, and report on financial data

    + Analyzing financial activities and recommending management action

    Good Knowledge of:

    + Accounting principles and practices

     

    MQ SPECIALTIES: Some positions may be filled by specialty areas such as

    Experience:

    + Using Navision accounting software

    + Performing financial analysis using 4th generation query tools (Business Objects, Oracle, or similar)

    + Developing a budget and preparing financial reports

    Some knowledge of:

    + State budget processes

    Good knowledge of:

    + Supervisory practices

    + Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for analysis, sampling, testing and reporting.

    + Documenting business processes.

    DESIRED QUALIFICATIONS

    + Proficiency with Microsoft Excel

    + Good knowledge of internal control procedures

    + Excellent attention to detail

    + Experience building financial system procedures

    + Background experience in government budgeting or relevant accounting experience

    + Bachelor’s degree in accounting, Finance or relevant work experience

    + Evaluate financial systems, prepare reports of findings, recommend actions, and implement changes

    + Use accounting theory and practice ensuring adherence to GAAP and Governmental Accounting Standards

    + Experience gathering data from multiple financial systems, analyzing data, integrating data, and validating data for accuracy and developing reports/inquiries to aid with process improvements and making informed business decisions
