Description
Under general direction manages, plans, directs coordinates and administers strategic projects and programs at the Detroit Police Department. Provides analytical and strategy support to senior executives and officers in charge of units within the Office of Support Operations. Works collaboratively across units, departments and agencies to advance priorities of the Detroit Police Department. Reports to the Management Services Section in the Support Services Bureau of the Detroit Police Department. Works collaboratively with contacts from units across the Detroit Police Department, other City of Detroit Departments, Mayor’s Office, law enforcement agencies, and partners from community organizations. Additionally, works to develop and grow relationships with new partners to advance the goals and strategic priorities of the Detroit Police Department.
SPECIAL NOTE: This is an at-will appointment, and the candidate selected serves at the pleasure of the Chief of Police.

Major Job Functions:
• Addressing Abandon Vehicle and Environmental Complaints (received in-person, by phone, through SeeClickFix, RMS, and email or via other sources)
• Organizing Complaints
• Investigating Complaints
• Complaint Follow Up
• Licensed Establishment Code Enforcement and Inspections
• Proactive Enforcement
• Administrative Functions (required reports)
• Conduct audits and inspections to ensure that unit is functional, maintained, and operating properly.
• Generate and review daily, weekly, monthly reports.
• Provides supervision and general oversight of subordinates assigned to the unit.
Other Typical Work:
• Provide assistance with enforcement for high weeds or grass, snow and ice removal, inoperable vehicles, improper placement of Courville containers, rodent harborage, and illegal dumping.
• Ensure complaints are processed through the correlating precincts city wide. Ensure the Neighborhood Police Officers (NPO’s) and the Buildings, Safety, Engineering, and Environmental Department (BSEED) are notified and efforts are coordinated.
• Cooperating quickly to identify and address concerns of other quality of life issues.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Completion of a baccalaureate degree in related field.
Supervisory/management experience is preferred.
SUPPLEMENTAL INFORMATION:
Knowledge, Skills, and Abilities:
• Knowledge of databases and experience with Microsoft, Excel, and large datasets
• Knowledge of databases, entry into databases, and tracking and presenting data;
• Strong organizational skills.
• Preparing and maintaining accurate and concise records and files.
• Performing a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
• Preferable knowledge of basic functions of law enforcement agencies, governmental agencies, and non-governmental organizations.
• Skill in utilizing business and policy acumen to analyze and solve complex problems.
Skill in qualitative and quantitative data analysis and communication;
• Skill in communicating verbally and in writing;
• Skill in developing program/project vision, action plans, schedules, and key metrics;
• Skill in facilitating meetings, communication, and the completion of key project deliverables;
• Skill in launching and leading cross-functional teams;

Medical Plan Offering for Administrative Special Services Employees
The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
+ HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
+ This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
