Role Overview:
The Director of Engagement and Strategy is a multifaceted leadership role responsible for overseeing all employee administration functions while also acting as a strategic advisor and operational partner to the executive team. This individual drives a positive workplace culture and ensures organizational alignment with the company's mission and values. The Director acts as a point of contact between executive leadership, and staff. The Director serves as a key advisor and resource for managers and employees, handling complex issues, resolving conflicts, and proactively building a positive work environment.
Salary Statement:
The salary for this position traditionally starts at $75,000 but may be commensurate with education or work experience.
A Day in the Life:
+ Serve as agency liaison with SPD: Coordinate staffing matters with SPD including job postings, hiring, terminations, departures, discipline, and any other responsibilities as assigned by agency, or state, policies, or as designated by executive leadership or SPD. Act as point of contact for agency personnel issues.
+ Responsible for oversight of the agency payroll function with third party administrator.
+ Provide counsel and coaching to employees and managers on a variety of issues. Facilitate quarterly all-staff meetings and other agency-wide activities. Identify professional development opportunities and connect staff to relevant training opportunities and resources through SPD and externally.
+ Provide strategic counsel: Serve as a trusted advisor to executive leadership on complex organizational matters, including planning reorganizations, goals, strategic plan for IHCDA, and succession planning. Advise the Executive Director on organizational and administrative matters.
+ Responsible for National Council of State Housing Agencies Housing Finance Authority Factbook oversight and submission on an annual basis.
+ Responsible for overseeing implementation of IHCDA’s strategic plan and ensuring progress with said plan internally, identifying and communicating gaps and progress at agreed upon intervals.
+ Drive positive culture: Actively foster a workplace culture that is aligned with the agency’s vision, mission, and values. This includes developing programs and processes to increase efficiency, engagement, morale, and productivity.
+ Work with SPD to facilitate recruitment, IHCDA onboarding, IHCDA-specific benefits, and the performance evaluation process, in compliance with all applicable laws. Communicate with employees on matters related to their employment on behalf of the agency.
+ Resolve complex issues: Intervene in and resolve escalated employee relations issues and conflicts, working with management and employees to find constructive solutions.
+ Develop policies: Create and maintain agency handbook and IHCDA specific policies and procedures to ensure consistency, fairness, and compliance with federal, state, and local labor and employment laws.
+ Mitigate risk: Proactively identify and address potential employee relations risks, using data and insights to recommend preventative actions.
+ Ensure professionalism and customer service: Provide leadership across all departments to maintain high standards of customer service and professionalism.
+ Analyze trends and metrics to identify trends and recommend data-driven improvement initiatives.
+ Other duties as assigned.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
+ Bachelor’s or Master’s degree in a relevant field or professional certification in a relevant field (e.g., SHRM-SCP, SPHR) is strongly preferred.
+ Minimum seven (7) years of experience in public administration or human resources is strongly preferred.

This role may be utilized in a supervisory capacity based on agency needs.
