Summary The Supervisors for the Facility Management Services (FMS) are responsible for the daily operations of the Utility Plant at the Syracuse VA Medical Center & ROME CBOC. Responsible for the operation, maintenance and repair of the complete carpentry, masonry, painting, locksmith, pipefitter/ plumbing department, electric shop, the Utility plant, HVAC, Electronic Industrial Controls, (All Trades), and the Preventive Maintenance Programs for both the Syracuse VA campus and Community Based Clinics. Responsibilities Syracuse, New York, will include rotations to Rome CBOC based on mission (Rome CBOC is within Syracuse geographical area) Thorough knowledge of all trades in daily plant operations, maintenance, repair, and construction practices in general and applies this to technical design, specification writing and cost estimating Incorporate new developments in trade practices with the latest and best methods in preventive maintenance, controls theory and construction projects. Perform sketching, either as a final product or to pass information on to Project Engineers or Engineering Technicians for final production Read and interpret blueprints, shop drawings and specifications and relates those to the planned goal of upgrades and construction support. Responsible for the coordination and support of many ongoing station level construction projects at several simultaneous sites in which his/her trades staff may take part Plans schedules, and coordinates all phases of operation in these sections, establishing priorities for workload, work orders, sequences and availability of materials and manpower. Coordinates, installations, moves, etc. with other services and/ or shop work leaders, scheduling dates and times. Coordinates with other trade foreman to ensure timeliness for construction completion. Performs routine and non-routine preventative maintenance, maintenance and repair, station level projects and/or assignments pertaining to the Medical Center during second shift operations and day shift for the operations and day shift. Participates in the preliminary planning of budgets and various station level project assignments. Organize employees into a productive unit and accomplish work in accordance with established policies and priorities of the Supervisory Facility Operations Manager. Examines costs and productivity associated with the unit to determine causes/factors that may be contributors to high costs and low productivity. Responsible for identifying and recommending potential solutions to staffing problems, engineering requirements and operations directed by other supervisors to the Facility Manager. Establishes time constrains for completion of assignment based on availability of labor workforce, material on hand, long lead time/delivery time purchases and method and priorities established by higher level supervisors The three authorized Maint/Operations Supervisor positions are assigned at the discretion/needs of the Facility Management Leadership based on mission requirements. These assignments includes the Rome CBOC and 1st, 2nd shifts at the Syracuse VMAC. Work Schedule: 7:00am to 3:30pm, Monday through Friday. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Work is performed in an office/Medical Center setting as well as on construction and other work site areas where there is exposure to construction conditions during daily inspections and projects. Education Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
