Summary The incumbent is the facility expert and consultant in evaluating and treating patients needing orthotic treatment. Physical Therapy Services provides comprehensive rehabilitative care to a varied patient population. Responsibilities The Supervisory Physical Therapist works under the supervision of the Associate Chief of Staff of Specialty Care in the Physical Therapy Section at the Jonathan M. Wainwright VA Medical Center. The incumbent reviews a physician's referral and a patient's condition prior to implementing a treatment. The PT will administer modalities or medicines used in treatment of disorders. The incumbent will be responsible for procedures in a safe and effective manner such as traction, electrical stimulation, and ultrasound, working with patients with orthopedic, amputee, wound care, women's health, seating and mobility, and chronic pain needs. Duties will include: Performs a full range of physical therapy treatment procedures modifying the treatment according to the Veteran's response to the intervention and pre-existing medical conditions. Directs appropriate treatment for a variety of functional levels and alters treatment based on changing medical conditions or complex disabilities. Performs tests and measures ROM strength, balance, coordination, flexibility, transfers, gait, special test, sensation, reflexes, gross and fine motor skills. An orthopedic physical therapist instructs and assists the patients with prosthetic or artificial body part and orthotic devices i.e., devices used in treatment of orthopedic disorders. Develops of the organization's short and long-range program goals, including external reviews, internal reviews, medical audits and the performance improvement reports. Adheres to the American Physical Therapy Association (APTA) code of ethics and to practice within the recommended scope as defined in the Guide to Physical Therapy Practice, 2nd edition, American Physical Therapy Association. Review documentation related to fee service requests, including but not limited to physical therapy, occupational therapy, speech therapy, recreational therapy, kinesiotherapy, chiropractic care, orthopedic care, massage therapy, acupuncture, physiatry-related care, orthotics and prosthetics, and make recommendations regarding the frequency and duration of treatment, as well as modification, continuation or discontinuation of said services, as well as approval/disapproval of any equipment and/or durable goods. Develops, plans, implements and assists in the planning, development and implementation of various treatment programs for the Physical Therapy Service. Develops and implements policies and procedures for the Physical Therapy related medical disciplines. Interviews and selects qualified applicants, monitors and evaluates performance, maintains effective labor management relations within scope of responsibility. Set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. Monitors workload and clinical volume for PT in the clinic and associated with Home Based Primary Care (HBPC) in accordance with VHA Directive 1411, and VHA Directive 1170.03 or subsequent governance. Reviews employees work for accuracy. Ensure adequate PT staff to meet the needs of HBPC and Primary Care referrals. Monitors clinical credentials and or privileges as applicable. Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. Education and experience: The individual must meet at least one of the requirements below (copy of transcripts with confer date required with application package): (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy. NOTE: Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post-baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. Foreign Graduates. Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. The Foreign Credentialing Commission on Physical Therapy (FCCPT) is a non-profit organization created to assist the United States (U.S.) Citizenship and Immigration Services (formerly INS) and U.S. state licensing authorities by evaluating the credentials of Foreign Educated Physical Therapists (FEPTs) who wish to immigrate and work in the U.S. Although the licensing of physical therapists in the U.S. is a right and responsibility of each jurisdiction, foreign educated individuals must undergo an educational credentials assessment for substantial equivalency to the first professional degree in the US. The Federation of State Boards of Physical Therapy (FSBPT) is committed to protect the public and to provide leadership within the field and practice of physical therapy. FSBPT's Foreign Educated Standards Committee has developed standards that represent "best practices" in evaluation services. The Credentials Evaluation Standards were developed with input from the physical therapy credentialing agencies that are licensed to use FSBPT's Coursework Tool. Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Copy of licensure required with application package. Loss of Credential. A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation, if qualified, and if a placement opportunity exists. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS- 13 Physical Therapist (Supervisory) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. Demonstrated Knowledge, Skills, and Abilities: Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. Ability to effectively supervise, direct, and manage a physical therapy staff. Skill in forging positive interpersonal relationships and conflict resolution. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. Physical Requirements: light to moderate carrying (up to 44 pounds), reaching above shoulder, use of fingers, walking/standing (4 hours), repeated bending, hearing (aid may be permitted).
