Job Description
Position Purpose:
The DUWA Health and Safety Manager reports to the DUWA Project Manager with a dotted line to the Regional Health and Safety Manager.
This position manages the implementation of core H&S issues and activities for the DUWA project. The Manager of H&S: 1) trains, monitors and coaches workforce to improve skill levels for managing H&S programs and initiatives and, 2) leads efforts at the projects for the development, implementation, and on-going assessment of policies, procedures, written work practices, and other program components related to the VWNA H&S program and client contract H&S requirements - thus enabling continuous improvement towards maintaining high standards of quality, reliability, safety and compliance on the assigned projects and across the company.
Primary Duties/Responsibilities:
+ Monitors and ensures employee and facility safety, security, and compliance performance regarding H&S rules, regulations, principles, and practices at assigned projects.
+ Works with field employees, office staff, safety committees, management teams, and clients (when requested), within the assigned area of responsibility to develop and sustain a pro-active, zero-tolerance H&S culture.
+ Continuously evaluates all aspects of H&S programs for value, effectiveness, and improvement.
+ Organizes and provides staff support for the Safety Committee.
+ Provides routine updates to the Regional H&S Manager, Project Manager, and other operations and functional support department heads as applicable regarding issues and activities that put employees, the environment, company/client property, or company brand at risk.
+ Conducts safety training assessments and skill gap analyses of employees and from this develops an annual safety plan that meets OSHA , corporate and client requirements. Schedules and implements- H&S training and awareness programs per the plan. Ensures proper documentation 1 Job Description Guidelines Revised Date: April 11, 2018 of safety training and required periodic reporting of safety training per client and corporate requirements.
+ Prepares and monitors the annual budget for the Safety Department. Operates within approved plan.
+ Coordinates with the project and contractors on safety aspects of capital projects.
+ Ensures required corporate safety training is provided for vendor personnel engaged by Veolia.
+ Monitors and reports on all safety and security incidents, near misses, fleet vehicle incidents, recordables, and lost time injuries to corporate within 24 hours. Leads incident investigations (including near-misses, injuries, illnesses, property damage, vehicle accidents, chemical releases, and the like) within assigned area of responsibility. Conducts a Root Cause Analysis (RCA) for the purpose of identifying causal factors, preventive and corrective actions, and lessons-learned. Makes recommendation to his/her direct report where an RCA process indicates a program, policy, procedure, or training improvement is necessary.
+ Provides guidance and assistance for processing and managing work-related injuries and illnesses in accordance with federal, state,, insurance, and company requirements, coordinating with third party administrator and HR for worker compensation case management as needed.
+ Periodically reviews projects' accident histories and provides recommendations for accident reduction.
+ Work with Project Managers, site H&S Coordinators, and safety committee to resolve safety problems and issues. This may include a role as liaison between the project and other functional support departments such as; Communications, Risk Management, Human Resources, and Legal.
+ Initiates activities that stimulate and maintain employee interest in H&S.
+ Provides support and guidance to assigned locations for the successful management of non-conformity or crisis events.
+ Participates in routine and non-routine as well as formal and informal audits and inspections regarding H&S (including facility security assessments). Develops appropriate reports and action plans to address program deficiencies or improvement opportunities. Tracks said plans and reports from issue identification through resolution.
+ Works with various departments and employees at all levels of the organization as a change agent.
+ Monitors performance by gathering relevant data and prepares reports and presentations as required.
+ Works with other members of the Management Systems and H&S department in planning, formulating, and implementing continuous improvement procedures regarding H&S, Environmental Management System (EMS), and quality related programs.
+ Operates in a safe and efficient manner at all times and with fiscal responsibility.
Work Environment:
+ This position consists of a combination of office and field work, with some travel.
+ Work environments may include conditions such as temperature extremes, inclement weather, fumes, odors, dust, toxic and caustic chemicals, noise, rotating equipment, and water-related hazards.
+ Site visits to municipal and industrial water/wastewater job sites will require a working knowledge of workplace safety and hazard recognition.
Qualifications
Education/Experience/Background:
+ Bachelor's degree, preferably with a major in safety, environmental science, water resources or an Associate Degree in a science, safety, or environmental health field.
+ A minimum of 5 years experience with implementing Health & Safety programs including conducting training.
+ Coursework or degree program with a business/management focus on management systems is a plus (e.g. ISO programs, Six Sigma, etc.)
Knowledge/Skills/Abilities:
+ Working knowledge of EPA (Environmental Protection Agency) and OSHA (Occupational Safety and Hazards Administration), and Department of Transportation (DOT) regulations and requirements.
+ Skills in leadership, management, communication, negotiation, analysis, problem resolution, organizational planning, presentation development and delivery.
+ Competence in research processes including data collection, analysis, standardized/statistical reporting, statistical methods and database development.
+ Analytical skills and the ability to communicate to all levels of the company.
+ Demonstrated proficiency in thinking creatively, problem identification & resolution and project planning & implementation.
+ Demonstrated ability to work independently, plan, organize and set priorities.
+ Demonstrated leadership, teamwork and collaboration skills.
+ Excellent communication skills (interpersonal, verbal listening; and presentation) to interact with internal customers, colleagues, clients and governmental entities.
+ Ability to prepare accurate, effective, complete and easily understood written communications and reports.
+ Proficient with data management systems and Microsoft Office products. Ability to learn other software programs such as Triple-I and Articulate as needed.
+ Must be able to respond to emergencies at the plants during off hours and weekends.
+ Must have and maintain a valid driver's license.
Required Certification/Licenses/Training:
+ Course work in water/wastewater treatment, a plus.
+ Course work in supervisor/management, a plus.
Physical Requirements:
+ Use of a computer is a key component of this position and as such, the amount of time sitting, keyboarding, and viewing a computer monitor can be extensive.
+ The use of Personal Protective Equipment (PPE) shall be worn in accordance with company, client, and/or site specific policies and procedures.
