    Join the City of Boise in a unique opportunity to shape the future of affordable housing! The Program Specialist - Housing Compliance oversees projects receiving City incentives or funding for affordable housing to ensure compliance with codes, programs, and regulations. In this role, you'll coordinate incentives during project development, serve as liaison across divisions and partners, and manage long-term monitoring of affordability requirements for City-supported housing projects.

    Essential Functions

    Handles complex issues and problems and refers only the most complex issues to higher-level staff. Provides leadership, coaching, and/or mentoring to a subordinate group, as needed.

     

    Manages all aspects of long-term compliance monitoring for projects utilizing local incentives, including establishing standards and related materials. Performs desk reviews and on-site monitoring for projects. Coordinates communication before, during, and after monitoring reviews. Analyzes, documents, and generates written reports and related materials assessing project’s compliance over the entire period of affordability. Recommends corrective action based on results of monitoring and desk reviews.

     

    Acts as the subject matter expert regarding all aspects of the affordability incentives offered via local code and programs. Represents the Housing Community Development Division at both public and private meetings with development professionals. Plans and makes presentations as needed to explain and promote the city's affordability incentives and compliance regulations. Responds to questions about affordability incentives and programs. Explains planning and permitting processes to a diverse range of people. Resolves conflicts and communicates options for compliance. Schedules and conducts meetings to answer questions and facilitate service.

     

    Assists with developing best practices and process strategies for improving customer experience, both internally and externally. Tracks and monitors project related issues to ensure follow-up by team members.

     

    Collaborates closely with team members in all divisions of the Planning and Development Services department, other departments within the city, and key partners (other municipal departments, agencies, communities, and community organizations) to progress the implementation of City and Department values, priorities, and goals relating to housing affordability. Supports community and employee awareness and engagement efforts related to housing priorities. Prepares information, proposes revisions, and provides recommendations as needed to department leadership and other key stakeholder groups.

    Requirements

    Required Knowledge, Experience, And Training

     

    Bachelor’s degree in planning, geography, urban planning, architecture, landscape architecture, public administration or related field, and four years of professional experience in community development, urban planning, urban design, architecture, compliance, or an equivalent combination of education and experience.

    Knowledge of:

    + Uniform housing code, state and federal statutes and regulations pertaining to housing standards

    + Cross-cutting federal regulations related to using federal grant funding

    + Training and development principles and practices

    + Computer usage including related software.

    Ability to:

    + Understand, interpret, explain and apply federal, state and local law, regulations, policies, procedures and standards

    + Interpret graphic information such as blueprints, layouts, maps, plans and specifications, graphs and statistical data

    + Operate a computer with demonstrated proficiency using contemporary databases, word processing and spreadsheets software applications

    + Provide customer service assistance and formal recommendations relating to housing incentive policies, procedures, guidelines and/or regulations

    + Work effectively with others and deliver courteous, responsive, effective customer service related to planning issues

    + Speak clearly and concisely communicate technical information through graphic presentations and written correspondence

    + Understand various codes pertaining to the development of affordable housing

    + Exercise sound judgment and reach appropriate conclusions within established policies and guidelines

    + Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations

    + Understand and comply with all rules, policies and regulations

    + Communicate effectively in the English Language at a level necessary for efficient job performance

    + Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

     

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

     

    Preferred Knowledge, Experience, And Training

     

    Master's degree in planning, urban planning, architecture, landscape architecture, construction project management, public administration, environmental studies, or related areas and seven years of professional experience in planning, urban design, construction management, compliance or auditing, or an equivalent combination of education and experience.

    Knowledge of:

    + Theory, principles, standards, and practices of professional urban planning

    + Application of land use, physical and environment design, ecological science and zoning theory and practices to the planning process

    + Pertinent ordinances, codes, and regulations

    + Current literature and developments in planning

    + Research methodology as applied to the collection and analysis of planning data

    + Terminology, symbols, methods, techniques and instruments used in planning.

     

    Experience in the public sector.

     

    Knowledge of state statutes and planning case law.

     

    American Institute of Certified Planners (AICP) Certification.

     

    Licensing And Other Requirements

     

    Valid state-issued driver's license.
