Description
This position is part of the Executive Leadership Team for the agency. Prepares accounting and financial information by gathering, summarizing and analyzing data; monitors and provides oversight of Medicaid, State POS, Children’s Fund, and Tax Levy billing, and maintains fee matrix in electronic health record or billing system. Responsible for all exec level financial functions, including annual budget, annual audit, annual tax returns, and monthly financials. Supervises accounts receivable and payable, and Billing Manager (and Team including financial intake function), IT Manager and indirect IT staff, and Facilities personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
• Provides oversight of agency financial functions and billing systems. Works with departmental managers to improve departmental functions through establishment and monitoring of annual departmental financial goals.
• Prepares and presents financial reports in a timely manner to agency management and board that fairly present the financial results of agency operations. Prepares and provides management with additional information needed to monitor ongoing operations.
• Prepares and presents annual budget that appropriately reflects agency goals. Prepares and presents monthly departmental statements comparing results of departmental activities against departmental goals. Provides additional information as needed to departmental managers to assist them in achieving departmental goals.
• Prepares and presents financial performance indicators or measures to Quality Improvement department for preparation of quarterly performance indicator report.
• Monitors agency funding processes on an ongoing basis to ensure services provided are at appropriate levels. Prepares and presents reports to management in a timely manner when services provided exceed or fall below appropriate funding levels.
• Ensures systems are established and monitored to protect agency assets. Monitors purchasing and fixed asset functions.
• Establishes and provides oversight to agency internal audit functions. Reports results of ongoing monitoring processes to management on at least a quarterly basis.
• Develops and monitors processes to ensure agency client questions regarding financial issues are handled in an appropriate and timely manner.
• Establishes and monitors customer support processes in business office, and information systems. Investigates and works to resolve customer issues reported.
• Provides direct oversight of Information Technology department and its functions, including approval of all software selections and operations, and contracted technology services and software.
• Provides oversight of Facilities functions, including housekeeping, maintenance, repair, and remodel projects.
• Provides budgetary and financial input and oversight of all State and local grants. Assists or provides oversight in preparation of financial sections of grant reports.
• Works with executive team members and department managers to determine financial information needs. Works to ensure financial information needs are met in an appropriate and timely manner.
• Participates on and actively supports executive and management team. Participates in Avatar, QI/ Risk Management and compliance teams. Provides ongoing support to other interdepartmental teams as appropriate.
• Maintains knowledge of agency technology programs and/or systems needed to complete CFO functions and uses them effectively.
• Other duties and/or responsibilities may be assigned by supervisor.
MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)
Education/Certifications:
+ Bachelor’s degree required, Master’s degree preferred.
+ CPA (Certified Public Account) Preferred
Experience Required:
+ Minimum of 3 to 5 years prior experience as a CFO or related financial leadership position preferred.
+ Prior experience within a CCBHC (Certifified Community Behavioral Health Clinic) strongly preferred.
+ Related experience in a small-to medium-sized non-profit organization strongly preferred.
+ Prior demonstrated experience in producing timely and accurate financial reporting, auditing and accounting best practices.
Required Knowledge:
+ Advanced knowledge of Microsoft Office software including Word, Excel, and Outlook.
+ Strong knowledge of general ledger software
+ Strong knowledge of healthcare billing and accounting practices.
Skills/Abilities:
+ Excellent communication skills (written and verbal).
+ Conflict management and negotiation skills.
+ Demonstrated adequate critical thinking and conflict management skills.
