    About the Executive Office for Administration and Finance The Executive Office for Administration and Finance (A&F) plays a central role in state government, providing strategic guidance and oversight to ensure the effective and efficient management of the Commonwealth’s resources. A&F leads the development of fiscal and operational policies that enhance the quality of life for all Massachusetts residents. Its core responsibilities include developing, analyzing, and managing the Commonwealth’s financial planning and resource allocation decisions. The A&F Capital Team, led by the Assistant Secretary for Capital, advises the Governor and the Secretary of Administration and Finance on all aspects of the development, management, and financing of the Commonwealth’s Capital Investment Plan (CIP) — a five-year, $29 billion plan that funds major infrastructure priorities across housing, transportation, climate resiliency, economic development, and municipal supports. Affordability, equity, and competitiveness guide A&F’s capital decision-making, and the team strives to deliver on these goals through sound capital policies, transparent investments, and strong fiscal management. Position Summary The Assistant Secretary for Capital provides strategic leadership and oversight of the Commonwealth’s capital investment portfolio and debt management strategy. This role spans the full capital budget cycle—from crafting bond authorization legislation that enables future borrowing and spending, to projecting the affordability of future debt issuance, to reviewing agency capital proposals and developing recommendations for the Governor’s annual five-year Capital Investment Plan. The Assistant Secretary manages a high-performing team and collaborates closely with internal and external partners, including the State Treasurer’s Office, bond counsel, financial advisors, and rating agencies. The position requires both strategic and operational acumen, balancing long-term fiscal stewardship with timely execution of capital investments that advance the Administration’s policy priorities. Duties and Responsibilities · Lead the development and management of the Commonwealth’s Capital Investment Plan (CIP), ensuring investments align with Administration priorities, fiscal policy, and affordability constraints. · Oversee the full capital budget process, affordability analysis, portfolio management, and capital budget implementation. · Partner with the State Treasurer’s Office, bond counsel, and financial advisors on all matters related to bond issuance, disclosure, and debt management. · Conduct and oversee analyses of long-term capital affordability, debt capacity, and debt service trends. · Review and evaluate capital project proposals submitted by state agencies; develop recommendations based on fiscal, policy, and operational considerations. · Provide policy and fiscal advice to the Secretary of Administration and Finance, the Governor’s Office, and other senior officials on capital investment strategy, financing mechanisms, and debt management. · Manage and mentor the A&F Capital Team, fostering a culture of collaboration, accountability, and professional growth. · Enhance transparency and process efficiency in capital planning, reporting, and implementation. · Explore and implement innovative financing approaches to expand the Commonwealth’s capital resources. · Represent A&F in interagency, legislative, and external meetings related to capital planning and debt policy. Preferred Knowledge, Skills, and Abilities · Demonstrated experience managing capital portfolios or large-scale infrastructure investment programs. · Experience working with bond counsel, financial advisors, and the Treasurer’s Office on bond issuances and disclosure. · Strong understanding of public finance, debt management, and capital budgeting principles. · Proven ability to lead and manage high-performing teams and complex, cross-agency processes under tight deadlines. · Exceptional analytical, quantitative, and strategic thinking skills. · Strong communication and interpersonal skills, with the ability to present complex fiscal concepts clearly to diverse audiences. · Ability to work effectively in a fast-paced environment requiring both attention to detail and big-picture strategic thinking. · Commitment to public service, transparency, and fiscal responsibility. Working Conditions This is a senior leadership position within the Executive Office for Administration and Finance. The work is performed primarily in a professional office setting in Boston, with hybrid work flexibility. Occasional in-state travel and extended hours may be required during key budget cycles. Salary and Benefits This position is classified as Senior Managerial within the Executive Office for Administration and Finance.
