What Success Looks Like In This Job
The Adams County Health Department Nursing Division is comprised of Nurse Family Partnership, Nurse Support Program, Harm Reduction, Sexual Health, Immunizations, Child Maltreatment and Fatality Prevention, and Care Coordinator for Children and Youth with Special Health Care Needs. The Nursing Division is made up of clinical support staff, medical assistants, harm reduction specialists, operations support, nurses, advanced practice nurses, and midwives.

Examples of Duties for Success
The position focuses on the overall program and project implementation of assigned services. The position focuses on the implementation of county-wide clinical programs in coordination with community partners and other county departments. The position may support other public health services such as communicable disease, emergency response, and population health strategy.
This position performs a wide variety of professional duties and responsibilities including leading the administration, coordination, and implementation of federal, state, and local grant programs. Additionally, the Administrator is responsible for ensuring clinical performance and provision of nursing care in compliance with the State Board of Nursing and American Nurses Association standards and scope of nursing practice. Key components of this position include collaborative planning with staff, multi-tasking, and problem solving, as well as program development, fiscal tracking, independent project management, and reporting. This position involves interpersonal relationships within the Health Department, Human Services, healthcare community, partners, and the public and requires a high degree of professionalism, tact, and good judgment and communication skills.
+ Leads the planning, organizing, budgeting, project management, and compliance monitoring of assigned service area (Nurse Home Visitation, Sexual Health, or Immunizations).
+ Develops the required Quality Improvement Plan, Community Engagement Plan, Strategic Plan, Annual Report, and Performance Assessment in coordination with Performance Excellence, and in compliance with CMS regulations that identify community needs especially those impacted by health inequities.
+ Develops program goals and objectives through research, data analysis, and public input.
+ Leads, facilitates, and manages programmatic community engagement and outreach.
+ Maintains clear communication with internal and external partners in regards to nursing services and health department public health functions.
+ Evaluates funding applications, prepares cost-benefit analysis, prepares and presents project descriptions, and makes funding recommendations to Division Director, Public Health Leadership Team, and Board of Health.
+ Reviews drawdowns, tracks program and project balances, and makes applicable budget modifications.
+ Develops and maintains systems, methods, and procedures to facilitate grant budgeting and tracking of allocations to cost centers.
+ Oversee, conduct, and delegate compliance and performance monitoring of grant funded projects and activities.
+ Develops and implements policies and procedures for assigned program clinical services.
+ Develops and oversees clinical documentation in the Electronic Health Record and development of Informatics systems.
+ Writes and implements contracts and agreements to carry out clinical programming.
+ Prepares analyses, makes recommendations, prepares and executes presentations, and prepares and presents written reports.
+ Prepares and presents public hearing and study session packets to the Board of Health.
+ Works closely with other Adams County departments including the County Attorney’s Office, Budget & Finance, Community Safety & Well-Being, and Human Services.
+ Works closely with jurisdictional partners, stakeholders, community-based organizations, healthcare provider, and contractors to ensure successful outreach.
+ Responsible for approving new clinical guidelines and nursing interventions, may include laboratory and pharmaceutical compliance.
+ Leadership development and succession planning.

+ Assists in the orientation and training of new employees, students, and volunteers.

Emergency Preparedness and Response Duties
Completes trainings identified as appropriate for this level employee. Employee responds, as required, to support public health emergencies, incidents, and events. More Qualifications for Success
Professional Qualifications:
+ Licensed to practice as a registered nurse (RN) in the State of Colorado or a Compact State.
+ Basic Life Support (BLS) Healthcare Provider certification through the American Heart Association.
Education and Experience:
+ Master’s degree in nursing or related field AND 5 years of demonstrated progressive leadership experience in nursing or a related field, including increasing levels of responsibility and oversight in clinical or administrative roles.
+ Board certified Advanced Practice provider preferred.
Other Qualifications:
+ Flexibility in work hours may be required to accommodate community events, meeting and outreach activities.
+ Travel within the community and participation in evening, weekend and on call duties may be required.
+ This position requires a valid driver’s license and reliable transportation.
