    POSITION SUMMARY

    The Strategic Portfolio Manager provides strategic leadership, operational control, and long-term organizational impact within the state’s affordable housing Portfolio. Unlike a Lead role that primarily guides tactical, day-to-day tasks, this Manager position is designed to align team operations with organizational goals, manage resources, foster staff development, and ensure compliance sustainability.

     

    This role strengthens the Office of Portfolio Management (OPM) by driving innovation, ensuring regulatory alignment, cultivating strong stakeholder relationships, and supporting the Director in maintaining the long-term health and growth of Georgia’s housing portfolio. The Strategic Portfolio Manager also supports department-wide initiatives, facilitates operational efficiency, and ensures seamless execution of administrative, compliance, and organizational functions that advance OPM’s mission.

    OTHER TASKS

    + Review and assess protocols for noncompliance issues across the statewide housing portfolio.

    + Design, implement, and monitor corrective action plans in collaboration with owners, management companies, and stakeholders.

    + Lead the development and execution of Portfolio Compliance Reviews (PCRs) for owners, management companies, and projects.

    + Facilitate communications with owners, management teams, and external partners to resolve compliance matters.

    + Coordinate with internal teams to ensure consistent and effective responses to noncompliance.

    + Manage resolution of property issues (including media inquiries) with professionalism and diplomacy.

    + Oversee compliance processes related to: Management Company Change Requests (MCRs), General Partner (GP) Transfers, Fee Simple Sales, Land Use Restrictive Covenant (LURC) Amendments, Utility Allowance (UA) methodology changes, Re-syndications, and Georgia Housing Search (GHS) administration.

    + Collaborate with OHF, OML, and the Office of Supportive Housing to streamline processes and procedures.

    + Draft and maintain Standard Operating Procedures (SOPs)

    + Partner with the Office Director to develop, implement, and track strategic initiatives and long-term planning goals.

    + Lead the creation and monitoring of 90-day team plans to ensure measurable progress and accountability.

    + Support Fiscal Year (FY26) Strategic Planning efforts and cross-divisional collaboration across DCA.

    + Facilitate communication and coordination among Portfolio Management, Legal, and other DCA departments.

    + Oversee budget amendments, AR/AP transactions, and PCNs while maintaining fiscal documentation.

    + Manage internal hiring, onboarding, and offboarding processes in collaboration with Human Resources.

    + Support training and professional development events in partnership with internal educators.

    + Provide strategic direction for the Special Projects Team (SPT).

    + Mentor and develop staff to ensure professional growth and alignment with agency priorities.

    + Ensure the team has the tools, resources, and training needed to perform at a high level.

    + Support the Director in maintaining operational control and long-term planning.

    + Align compliance, oversight, and strategic decisions with state and federal regulations.

    + Develop and implement innovative, sustainable solutions to recurring operational and compliance challenges.

    PREFERRED QUALIFICATIONS

    + Bachelor’s degree in Public Administration, Business Management, or related field (or equivalent experience).

    + 3–5 years of experience in administrative management, operations, or strategic planning; government or nonprofit experience preferred.

    + Strong understanding of compliance and oversight frameworks within housing or public sector programs.

    + Proficiency in Microsoft Office Suite, Concur, and budget management systems.

    + Strong organizational, analytical, and interpersonal communication skills.

    + Proven ability to manage confidential information with discretion and professionalism.

    WORKING CONDITIONS (TRAVEL, HOURS,ENVIRONMENT)

    This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.

    PHYSICAL / SENSORY REQUIREMENTS:

    Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

     

    Must be able to remain in a stationary position 50% of the time.

     

    Must be able to perform office-related duties.

     

    Must be able to operate office equipment.

     

    Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

     

    Must be able to perform essential job functions, with or without reasonable accommodation.

     

    Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

     

    Must maintain punctuality and attendance as scheduled.

    Bachelor's degree in operations management, business administration, or a related field which includes three (3) years in a managerial or supervisory role; or seven (7) years of related professional experience which includes three (3) years in a managerial or supervisory role; or three (3) years of experience required at the lower level Mgr, Business Ops (GSM010) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
