Your Specific Responsibilities:
This position spends a majority of its time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This is a responsible public health nursing supervisory position of the Okaloosa County Health Department (OCHD). This position requires considerable independent judgment and performs public health nursing leadership work, which involves coordinating and managing supervisory staff who direct licensed, professional, paraprofessional, and administrative support staff. This position will assess, plan, organize, and implement clinical flow systems of to improve the efficiency, accountability, and productivity of clinical services for both OCHD clinic locations. Frequent communication with supervisor is expected and will result in a detailed performance evaluation.
Oversees staff and clinic operations in the delivery of health care services including Family Planning, STD, PrEP, nPEP, Ryan White HIV/AIDS, Immunizations, and other programs which may be developed in the future. Works with direct reports to maintain and implement evidence-based methods in the delivery of health care. Ensures work performed meets state and federal program requirements. Conducts program evaluations as needed and writes reports of findings, recommendations; implements, evaluates, and monitors corrective actions. Audits medical records for quality improvement and compliance with local, state, and federal guidelines. Analyzes data from chart audits and implements action plan to mitigate charting deficiencies. Supervises Practitioners and Providers. Plans workloads, workflows, deadlines, work objectives and time utilization of the practitioners. Oversees the work to ensure best use of time and resources. Assures adequate and effective use of personnel and resources.
Serves as a champion for quality improvement (QI) projects. Ensures Medical Services assigned projects are on track to meet goal deadlines. Manages QI team efforts and action items. Works with community partners as needed to completed objectives and goals. Works with supervisor to determine if QI results are effective and should be implemented. Completes executive summary of project when complete and presents to performance management counsel.
Monitors section and program performance measures to ensure agency strategic priorities are met. Ensures staff maintain implemented clinic and case management processes and procedures that directly impact these performance measures. Works with direct reports to analyzes performance trends and implements improved processes when necessary to meet performance goals.
Develops, reviews and updates OCHD Special Needs Shelter (SpNS) preparedness plan as needed. Minimally, reviews plan annually. Adjusts the plan based on experience from SpNS operations during disaster events. Updates staff job action sheets and floor plans as needed. Assigns staff to shelter roles and keeps SpNS staff roster up to date. Operates as Incident Commander for OCHD SpNS during operations. Works with the Public Health Preparedness (PHP) Section to keep supplies inventoried and rotated. Reviews SpNS Everbridge Registry to determine if citizens who pre-register for SpNS placement qualify for SpNS services.
Manages operations of the medication supply room (MSR) for pharmaceuticals received from Bureau of Public Health Pharmacy (BPHP), Cardinal Health and other vendors. Uses BPHP Pharmaceutical Forms System (PFS) and QuickBooks for inventory management, including ordering by following set re-order points. Evaluates re-order points periodically to determine if adjustments are needed. Works closely with the business office for internal control standards set by the Office of Inspector General ensuring administrative and pharmacy roles follow correct process for segregation of task, duties, and end of year inventory reporting requirements.
Conducts and participates in training programs, conferences, and meetings. May be called upon to practice as a nurse performing nursing duties including nurse case management duties, nursing assessments, triage and assisting the Practitioners and Providers in the provision and implementation of care as needed. Provides quality care in an efficient manner that meets the client's health care needs or links client to available community resources and services. Collaborates with other health care providers to provide comprehensive integrated services. Manages the Epilepsy and Insulin Programs.
Performs other duties as assigned in support of the Agency’s Mission and Vision.
Required Knowledge, Skills, and Abilities:
+ Knowledge of nursing principles and techniques, human anatomy, and physiology.
+ Ability to work with patients, to interpret and follow medical instructions, to observe patients’ symptoms and reactions to treatment, to demonstrate manual dexterity and to administer medications.
+ Ability to communicate effectively and to establish and maintain effective working relationships with others.
Qualifications:
+ Licensure as a registered nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210 - or 8.27.
