Office of Administration – Operations Division
The Office of Administration (OAD) supports the effective operation of the Department by managing accounting, budget control, procurement, contract management, strategic planning, and personnel management. The Office ensures fiscal responsibility, workforce development, regulatory compliance, and modernization of administrative systems to enhance operational efficiency and transparency.
OAD delivers financial management, HR, IT, procurement, and strategic planning across the department, ensuring that technical offices can focus on their regulatory work. It manages the Natural Resources Trust Authority (NRTA), which oversees financial assurance and bonding programs for site restoration, orphan wells, and environmental liabilities. By modernizing systems, strengthening audits, and centralizing administrative services, OAD increases efficiency, enforces fiscal discipline, and supports a skilled workforce with flexible HR policies and updated IT infrastructure.
Minimum Qualifications
Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
This Business Analytics Specialist position is located within the Operations Division of the Office Administration and is domiciled in Baton Rouge, LA. The incumbent in this position serves as a Special Assistant and Advisor to the Deputy Undersecretary for the Department of Conservation and Energy (C&E), with regard to the Office of Permitting and Compliance (OPC), performing highly responsible administrative, professional and executive work with responsibility for identifying, evaluating, creating and/or monitoring policies and procedures which impact the agency statewide. Additional duties include, but are not limited to the following:
+ Direct and manage the development of the OPC operating budget by compiling division budget requests and ensuring proper classification and allocation of appropriated funds and state revenues.
+ Monitor OPC operating expenditures and revenues on a continual basis to ensure that the agency operates within its legally appropriated limits, for planning and budget development purposes.
+ Serve as the OPC point of contact for all budget related matters.
+ Critically analyze and monitor OPC policies and procedures to ensure efficiency and effectiveness, while participating in their development to align with the office’s goals and objectives.
+ Coordinate and direct implementation of new or revised policies and procedures with agency personnel and external users.
+ Interpret policy, procedures and regulations related to budgetary and fiscal matters of the agency.
+ Serve as OPC point of contact for Fiscal regarding all payments and invoicing.
+ Receive payments for permitting and mitigation, consistency and enforcement fees and create invoices for all including in lieu mitigation, mitigation bank payments and beneficial use.
+ Resolve issues regarding payments and grant refunds on any overpayments made to OPC.
+ Evaluate the need for contracts and determine whether there are sufficient funds in the budget for the anticipated contract payments.
+ Other duties as assigned.
POSITION-SPECIFIC DETAILS:
Appointment Type: Promotional. This position will be filled through an internal promotion from a current Department of Conservation & Energy employee.
Career Progression: This position does not participate in a Career Progression Group.
Work Schedule:Work hours are flexible.
Compensation: The salary offered will be determined based on qualifications and experience.
