    Description

    This specialized technical role involves investigating and enforcing County ordinances. This position is responsible for conducting field investigations and ensuring compliance with various sections of the Lee County Land Development Code. This includes conducting site inspections to investigate possible environmental violations for a range of complex projects. Enforce technical site drawings, evaluate consistency and compliance with the Code, including open space, tree retention, landscaping, protected species, and zoning conditions. This role also involves researching the permitting history of properties, obtaining development orders and permits, and creating enforcement cases. Significant public contact is required, so high level customer service skills are essential. Work will be under the direction of the Code Enforcement Manager or their designee, who will review your work through conferences, reports, and observations.

     

    Duties and Responsibilities

     

    + Document all complaints and violations in writing using report forms/computers, photos, and other evidence; resolve issues with complainants and violators when possible. Follow up, record, and report activities until the problem is resolved.

    + Coordinate with other code enforcement officers, county departments, and the public regarding follow-up dispositions of violations.

    + Prepare and process citations (violations, notices) and testify before the Hearing Examiner, County Court, or other legal proceedings having jurisdiction.

     

    Education, Experience, Licensing

     

    + High school diploma or GED equivalent, plus one (1) year of experience in environmental sciences, biology, or a related field involving significant public contact with a high level of customer service.

    + Experience with South Florida Ecosystems or environmental permitting is preferred.

    + A Bachelor's degree in environmental sciences, biology, or a related field is strongly preferred.

    + Valid driver's license with an acceptable driving record is required.

     

    Supplemental Information

     

    + High level customer service skills are preferred.

    + Knowledge of County ordinances regarding environmental, landscaping and zoning regulations, procedures, and land use requirements. Ability to enforce regulations firmly, tactfully, and impartially.

    + Knowledge of methods and procedures involved in the enforcement of Codes and Ordinances.

    + Thorough knowledge of Southwest Florida ecosystems, including the identification of listed species and habitats.

    + Ability to identify native and non-native plant species.

    + Ability to read and interpret landscaping and engineering plans and specifications.

    + Ability to perform field inspections to determine facts through observation and investigation.

    + Knowledge of preparing evidence, affidavits, and statements for court proceedings. Prepare legal case files and testify at formal hearings.

    + Ability to achieve compliance using excellent customer service skills. Ability to manage multiple projects or issues simultaneously.

    + Ability to work independently or in a team environment.

    + Ability to work effectively with the public, contractors, state agencies, elected and appointed officials.

    + Effective communication skills, both verbal and written.

    + Ability to work outdoors in varied weather conditions; ability to climb, crawl, bend, and stoop as necessary to inspect sites.

    + Work hours are Monday - Friday, 7:30 a.m. - 4:00 p.m.
