    Position Summary:

    Facilitate the Company's participation in organized wholesale energy markets and regional tariff initiatives. Lead onboarding and project management activities for market entry, coordinate with internal and external stakeholders, and ensures the timely registration and integration of load, resources, and transmission assets. Participate in industry forums, manage contracts and planning submissions, and represents PSCo at market development meetings, providing updates and analyses for leadership. Conduct in-depth research on market and transmission trends, regulatory changes, and policy developments affecting the company’s strategic objectives. Manage internal knowledge platforms and preparing critical materials for external communication, ensuring PSCo remains informed and agile in the evolving energy landscape.

    Essential Responsibilities:

    + Leads the Company onboarding activity for Markets+ day ahead and real time energy market. Onboarding activities include load, resource and transmission registration, commercial model development, contract development and approval, budget/financial planning and overall responsibility for timely entry into the market. Responsible to gain internal alignment with stakeholders (Transmission, Commercial Operations, Technology Services, State and Federal Regulatory, etc.) to ensure timely and cost-effective onboarding. Attends and active participant in Markets+ forums.

    + Mange the lifecycle for entry into the market and project management of the Western Resource Adequacy Program (WRAP). This will involve contract development and approval, initial and ongoing load and resource submittals for planning reserve margin studies, budgetary knowledge, and active participation in WRAP groups.

    + Represents the Company at Western Market development meetings including open meetings, workshops, hearings, and other related activities. Prepare summaries of meetings and provide routine updates to PSCo and enterprise leadership. Manages meeting coordination internally and externally.

    + Conduct research and analysis of transmission and market development activities as well as Colorado state legislation and regulatory rulemakings or dockets to ensure internal awareness of policy changes and implications for the Company. Identify issues and communicate to management about findings or developments that may impact PSCo’s strategic goals and objects to participation in organized wholesale markets.

    + Research and analyze organized wholesale markets in North America as well as ROT/ISO tariff designs, including governance structures, state commission involvement, FERC orders related to market design, and other identified important developments applicable to the western market.

    + Maintain and own SharePoint site for Western Market exploratory team. Responsible for drafting and reviewing Western Market materials that are posted to external forums and/or processes.

    Minimum Requirements:

    + Bachelor’s degree in business, Policy or related discipline.

    + Five to seven years of relevant work experience and years of electric utility industry experience, particularly in the wholesale markets and/or transmission space.

    + Excellent organizational, communication and project management skills required. Strong computer skills and demonstrated experience with Microsoft applications.

    + Requires day travel, periodic overnight travel.

    Preferred Requirements:

    + Experience with wholesale energy market design or transmission rate design is strongly desired but not required.

    The anticipated starting base pay for this position is: $115,201.00 to $135,200.00 per year
