    The City of West Sacramento is hiring an Information Technology Specialist I/II with an emphasis on Data and Development Services. The position will report to the Data Services Manager in the City Manager's Office. The IT Specialist I/II will be responsible for working with the various City departments to identify reporting requirements, create new reports, and maintain existing reports. This position will also work with third-party application vendors to integrate data between the City's computer applications and provide development and maintenance support for in-house and third-party software applications.

     

    Preference will be given to candidates who have a BS in Computer Science or related degree and 4 or more years of professional experience in the areas of Reporting, Data Integrations, and Application Development for a local government agency. The ideal candidate should be skilled in the following technologies: SQL Server, Reporting Services, Crystal Reports, Cognos, Power BI, Excel/CSV Files, SQL Server Integration Services, RESTful API, ColdFusion, IIS, HTML, CSS, and JavaScript.

     

    DEFINITION: The Information Technology Specialist I/II performs a variety of professional level work in designing, installing, managing, updating, integrating and securing Information Technology systems; provides professional level analysis and guidance to help solve business problems; operates computer equipment as required; and provides functional and technical assistance to City personnel.

     

    SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Information Technology Manager and/or designee. The Information Technology Specialist II may provide technical and/or functional supervision over support staff as-needed.

     

    CLASS CHARACTERISTICS: The Information Technology Specialist II is considered the journey level position within the Information Technology Specialist I/II series. The Information Technology Specialist I is distinguished from the Information Technology Specialist II by the performance of the more routine and less complex assignments and the greater level of supervision provided by the Information Technology Manager and/or designee. A Information Technology Specialist II performs the full range of technical and professional functions necessary to accomplish the tasks and duties assigned with minimal direction or assistance.

    Data & Analytics

     

    + Design, develop, test, and implement software applications and systems.

    + Analyze, debug, and maintain existing applications.

    + Administer database management system, schedule upgrades and monitors systems.

    + Design, update and install databases for new systems.

    + Work with business stakeholders to modify and enhance existing reports.

    + Design, develop, and test reports using report writing tools.

    + In-depth understanding and experience with SQL.

    + Perform data mining using state-of-the-art methods.

    + Knowledge of and experience with implementing machine learning techniques and algorithms to solve complex data related problems to help drive business needs.

    + Knowledge of and experience with using data science and visualization toolkits to help drive business related decisions.

    + Conducting deep quantitative analysis to understand the strengths and weaknesses of datasets and identify the root causes of complex social and economic problems

    + Interpret data and analyze results using statistical techniques including, but not limited to, distributions, statistical testing, and multiple regression.

    + Identify, analyze, and interpret trends or patterns in complex data sets.

    + Research, plan, install, configure and test new data related systems; maintain and upgrade existing systems.

    + Design and implement interfaces between database systems.

    + Optimize database systems by performing routine maintenance procedures.

    + Create and maintain user permissions, system privileges, passwords and other security methods for securing access to database systems.

    + Provide technical support in the planning of new database systems including hardware, operating systems, licensing and storage requirements for new systems.

    + Enforce data quality standards and perform quality control checks on associated data.

    + Monitor database performance against established standards; detect and troubleshoot problems.

    + Provide advanced level support for the data, analysis and database related issues.

    + Coordinate assigned functions with and provide support to other departments, other jurisdictions and agencies, and the general public; conduct user training on group or individual basis as needed; advise and train information systems personnel on database issues.

    + Partner with City departments and provide database solutions to meet business needs; integrate database solutions with other City enterprise solutions.

    + Knowledge of extract, transform and load (ETL) tools and methodologies.

    + Assist in the development and maintenance of database policies and procedures.

    + Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

    + Acquire data from primary or secondary data sources and maintain databases/data systems.

    + Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.

    + Work with management to prioritize business and information needs.

    + Locate and define new process improvement opportunities

    + Provide project management; develop project plans and detailed project objectives; develop and guide project timelines; assess and manage risks; manage issues.

    QUALIFICATIONS:

    Knowledge of: Principles and techniques of complex information system design, analysis and documentation; principles and techniques of various Internet and data communication systems, computer logic and mathematics; project management methodologies.

     

    Skill in: Independently performing professional level work in support of the City’s computing infrastructure (i.e. technical services, data & analytics, GIS, or enterprise applications); analyzing, designing, programing, installing, documenting and maintaining highly technical and complex computing systems; providing advanced end-user support, including researching user complaints/issues and answering technical questions; effectively managing complex I.T. projects; reasoning logically, using a variety of techniques to resolve problems, managing time and resources; handling multiple assignments and working under strict deadlines; troubleshooting and performing routine maintenance on assigned technology systems.

     

    EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:

     

    Education: Information Technology Specialist I/II: A Bachelor’s degree from an accredited college or university in Computer Science, Management Information Systems or closely related field.

     

    Experience: Information Technology Specialist I: Two (2) years of progressively responsible professional experience in computer technology. Information Technology Specialist II: Four (4) years of progressively responsible professional experience in computer technology. Related experience beyond the minimum required may be substituted for up to sixty (60) units of the education requirement. (Thirty (30) semester units are equivalent to one (1) year of experience.)

     

    LICENSES AND CERTIFICATES: If required to drive, possession and maintenance of a valid California driver’s license. For positions where ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at work, off-site meetings, events, and trainings. Cisco and/or Microsoft® certifications preferred, but not required.

     

    PHYSICAL DEMANDS: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies and small tools and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or small tools and equipment for distances up to 50 feet.

     

    ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies and procedures.

     

    An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
