    GIS Specialist I, II, or III – Job Family

     

    **Specialist I or II:** The purpose of this position is to create, collect, review, analyze and validate enterprise asset data within the GIS or other asset information databases/applications.  Primary responsibilities for all subsidiaries include performing QA/QC on asset data, customer data and land base into geospatial format in the GIS for asset and customer focused projects and producing related maps, reports, and queries.

    **Specialist III:** The purpose of this position is to support, plan, design, and implement enterprise asset data within the GIS or other asset information databases/applications. Primary responsibilities for all subsidiaries will be to ensure workflows with various internal departments are accurate and documented, operate as a lead GIS representative by assisting customers on operational issues utilizing asset data and GIS, building and maintaining strong working relationships with internal and external customers, and delivering on SLAs that support multiple organizations.

     

    This position may be filled as Specialist I (GSE02), Specialist II (GSE03) or Specialist III (GSE04). Individuals who demonstrate advanced skills in terms of work experience, education, and certifications may be eligible for the more advanced position.

     

    This position follows a hybrid work schedule. Employees are required to be in the office four (4) days per week.

    REPRESENTATIVE DUTIES AND RESPONSIBILITIES:

    + Develop and maintain QA/QC checks on spatial edits within GIS utilizing Data Reviewer.

    + Processes, prepares, and converts data to enter into GIS from a variety of data formats.

    + Provides specialized queries, maps and reports to meet customer requirements/specifications.

    + Performs complex data analysis using ArcGIS and related extensions/add-ons.

    + Analyzes current business processes and recommends best practice solutions.

    + Interfaces with users; documents requested/needed changes.

    + Interfaces with Technology Organization (TO) GIS Support group to drive development and data model changes.

    + Performs weekly analysis on mission critical GIS data to audit and sustain data integrity.

    + Identifies training requirements; creates and maintains training and procedural documentation.

    + Prepare specifications, procedures, manuals, project documents and reports.

    + Working knowledge of geodatabases, georeferencing and spatial and attribute data entry and editing.

    EDUCATION AND EXPERIENCE:

    Required:

    + Bachelor’s degree in geography, GIS, Computer Science/Information Systems, Engineering or related discipline or equivalent experience.

    + Spec III: 4+ years of experience with industry-standard GIS.

    + Spec II: 3+ years of experience with industry-standard GIS.

    + Spec I: 2+ years of experience with industry-standard GIS.

    Preferred:

    + GISP Certification and or 5 years industry related GIS experience

    RELATED WORK EXPERIENCE:

    Specialist I, II, & III

    Required:

    + Thorough understanding of Esri ArcGIS Online, ArcGIS Enterprise, ArcSDE, versioning, and geoprocessing.

    + Ability to quickly learn new skills and abilities with database technologies, data modeling, and scripting as needed.

    + Experience with Esri geodatabase design, structure and management.

    **Specialist II+:** Work with existing GIS standards and assist development and roll-out of new procedures.

    + Effective written/verbal communication and organization/analytical skills, and proven problem-solving abilities.

    **Specialist II+:** Ability to meet and track SLAs, metrics, etc. on a variety of simultaneous projects and initiatives.

    **Specialist III+:** Will perform a wide variety of project management tasks associated with new solutions, existing processes, and data integrity:

    + Scope of Work

    + Requirements

    + Scheduling

    + Quality Control

    + Tracking

    + Reporting

    **Specialist III+:** Experience managing and completing multiple projects or assignments; including planning, organization, tracking / monitoring, and coordinating projects or assignments to ensure timely completion.

    Preferred:

    + Experience with Natural Gas Utility

    + Experience using Esri Data Reviewer and Workflow Manager Extensions

    + Experience converting data between CAD and GIS

    + Strong understanding of content and document management applications

    + Knowledge of publishing with ArcGIS Server, ArcGIS Pro, ArcGIS Online and Portal for ArcGIS, including data versioning, multiuser and replication

    + Development and deployment of field GPS and data collection systems including Esri mobile applications.

    + Enhance existing GIS capabilities by seeking opportunities for improvement of existing methods, tools, or workflows.

    + MS Office suite (Access, Excel, Word, PowerPoint and Visio) – Spec I: basic proficiency/ Spec II Intermediate / Spec III: advanced proficiency.

    + PowerBI - Spec I: basic proficiency/ Spec II Intermediate / Spec III: advanced proficiency.

    + Geometric Network – Spec I-II: intermediate proficiency / Spec III: advanced proficiency.

    + SharePoint – intermediate proficiency.

    + Model Builder – Spec I-II: intermediate proficiency / Spec III: advanced proficiency.

    + Python – Spec I-II: intermediate proficiency / Spec III: advanced proficiency.

    + Utility Pipeline Data Model (UPDM) – intermediate proficiency.

    + Utility Network – intermediate proficiency.

    + ArcGIS Pro – Spec I-II: intermediate proficiency / Spec III: advanced proficiency.

    + SQL RDBMS – Spec I-II: basic proficiency / Spec III: advanced proficiency.

    + SQL Knowledge – Spec I-II: basic proficiency / Spec III: advanced proficiency.

    + AutoCAD/CADD – basic proficiency.

    + Visual Basic/VBA – basic proficiency.

    Preferred:

    + Current GIS industry trends (field data collection, GPS technology, etc.).

    + Schneider Electric ArcFM.

    + MapFrame MobileGIS.

    + Laserfiche (Document Management System).

    WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

    + Works primarily in an office environment.

    + Travel (5%)
