The incumbent will be responsible for serving as the Regional Lead for Mission Support Facilities to oversee the sustainment, restoration, and modernization of assigned facilities. Responsibilities This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Analyst at the NH-0343-4 broadband level some of your typical work assignments may include: Serving as the site lead for all Facilities Engineering (AOF) actions and managing MDA facility operations and sustainment activities: Serving as the senior consultant for development, integration, and synchronization of all facilities and infrastructure work with internal and external stakeholders and customers. Ensuring the strategic plan for the organization's mission, vision, and values are communicated into strategies, goals, objectives, work plans, work products, and services. Formulating new or improved business practices and guidelines and ensuring customer needs are identified and clearly understood in order to assist with requirements definition and acquisition strategies. Leading status review with the designated supported activity representatives and Contractor PM. Ensuring recommendations for improved application of program resources for the integration of facilities operations, design, construction, and site planning, are made expeditiously and in a timely manner. Leading the preparation of analyses and identification of MILCON, RDT&E, and O&M facility requirements. Ensuring that facility products meet program goals/objectives, and oversees the quality assessment process. Managing and supervising the daily operations of all MDA facilities as assigned. Managing the AOF function across specified region for leadership and support. This includes facility standards and space control (including space allocation), move logistics execution, facility modification, real property management, parking management, real estate permits and leases, small purchase procurement, mail services, warehousing, administrative supplies, utilities, vehicle control and emergency response plans. Serving as the Contracting Officer's Technical Representative (COTR) for facility-related contracting actions at the site. Executing evaluations and analyses of the Prime Contractor activities, from a technical perspective, to ensure that risk areas involving integration of Agency facilities operations and maintenance support are identified and resolved. Evaluating SRM projects and contracting efforts for validity in terms of their necessity and consistency with agency plans/budget priorities. Requirements Conditions of Employment Qualifications You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service and must meet two of the three specialized experience listed below to be qualified:: Developing strategies and recommending courses of action to maintain cost and schedule requirements. Conducting and developing management reviews, decision, and information briefings related to policy, planning and assessments. Researching, analyzing, and participating in drafting and reviewing comprehensive reports and preparing, reviewing, and documenting draft responses to external inquiries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
