Summary This position is located in the Market Initiatives (MTM) organization in the Business Transformation Office (MT), Business Development and Management (M), Chief Operating Office (K), Bonneville Power Administration (BPA). The purpose of this position is to serve as the Director of Market Initiatives, with responsibility for Enhanced Day Ahead Market, Resource Adequacy, ongoing EIM policy changes in the industry and exploration of a Regional Transmission Organization. Responsibilities As the Director of Market Initiatives, you will: Make major recommendations and decisions which have a direct and substantial effect on the Market Initiatives program elements managed. Plan for long-range staffing needs, including such matters as whether to contract work. Assess the impact of Market Initiatives program efforts on BPA business lines, in other government entities, and the private sector. Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. Create and maintain a cost-conscious, market-driven, and results-oriented atmosphere that is characterized by innovation, customer focus, continuous improvement, and competitive orientation. Direct development of data, provision of expertise and insights, securing of legal opinions, preparation of position papers, and execution of comparable activities. Justify, defend, or negotiate in representing the agency in obtaining or committing resources, and in gaining compliance with established policies, regulations, or contracts. Participate actively in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance to the BPA. Conditions of Employment: Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually. First time supervisors will be required to serve a 1-year probationary period. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized Experience for this position is defined as: 1) administering policy for energy markets; 2) developing and implementing programs for new energy markets; and 3) Performing critical work processes necessary to achieve strategic business goals and objectives for agency and regional market initiatives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
