    Summary This position is located with Bonneville Power Administration (BPA), in the Grid Ops Application Services (JD) organization, of Information Technology (J). A successful candidate in the Manager, Grid Operations Application Services position will be responsible for planning, managing, and leading programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the organization managed. Responsibilities As the Manager, Grid Ops Application Services, you will: Serve as the Application Services Manager and as a member of the JD management team with responsibility for developing, implementing and evaluating all program and policies to ensure the timely delivery of products and programs in support of Bonneville's strategic business objectives. Direct Applications Services; assume accountability for the success of its programs, functions, and activities; and monitor the progress of the organization toward its goals, periodically evaluating and making appropriate adjustments. Determine goals for the organization, independently of or jointly with higher management. Assure implementation by subordinates and others of the goals and objectives for the program segments and functions for which the group is responsible. Exercise delegated managerial authority to set a series of annual and longer-range work plans and schedules for in-service and contracted work, independently of or jointly with higher management. Set policy for the organization in such areas as determining program emphases and operating guidelines. Understand and communicate BPA policies and priorities throughout the group managed. Requirements Conditions of Employment This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, & no salary increase will be associated with accepting the position. Details are processed in 120-day increments & may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. Conditions of Employment: This position requires an initial drug test prior to appointment & random drug or drug & alcohol testing thereafter. Failure to test or a positive result on random drug or drug & alcohol tests conducted after appointment may result in removal from Federal employment. After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority & at BPA expense, if exposed to health hazards. This position has been designated as Critical-Sensitive/High Risk & requires a security clearance at the DOE "L" level. The incumbent is required to obtain & maintain this clearance level; failure to do so may result in separation from federal service. Qualifications BASIC REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional Registration or Licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR- Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. -OR- Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. -OR- Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized experience for this position is defined as experience in leading and managing teams to 1) develop and implement policies, strategic goals, objectives, and programs for supporting the safe, reliable, and open access operation of a high voltage transmission system and interconnected generation; 2) oversee and coordinate the work of employees, committees, and working groups to resolve critical issues related to internal operations and programs that require innovative solutions; and 3) provide advice and guidance to management officials and executives in the area of real time operational technology systems as it relates to grid operations solutions development and challenges. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
