    Summary The Under Secretary of Defense (Comptroller) (USD(C))/Chief Financial Officer (CFO) of the Department of Defense (DoD) is responsible for carrying out the functions assigned by Title 10, United States Code, section 135, Public Law 81-126, PL 101-576, "Chief Financial Officers Act of 1990." The USD(C) is also responsible for utmost economy and efficiency applied to the programs of the Department through sound business management and effective fiscal planning and control. Responsibilities This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P. L. 116-92 and Section 9905 of Title 5 U.S.C. Incumbents typical work assignments may include the following: Prepares the Department's required financial reports, including the annual Agency Financial Report and Summary of Performance and Financial Information Promotes and facilitates improvements to financial management controls, processes, systems, and organization to improve financial management and the auditability of Department of War Components Financial Statements. This includes compliance with OMB Circular A-123, GAO Green Book, and the Payment Integrity Act Maintains governance and oversight of Department financial integrity efforts, to include the development of audit strategy and the establishment of enterprise-wide audit goals, financial integrity operational targets and performance metrics. Establish enterprise-wide end to end remediation plans and material weakness corrective action plans, to include maximizing efficiency using advanced technologies Plans and schedules work to be accomplished by subordinates, sets hours and adjusts long and short-term priorities and prepares schedules for completion of work. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. In order to qualify for this position, you must meet the requirements described below. BASIC REQUIREMENT The Accountant occupation has specific educational requirements which apply to all accountant positions. To Qualify, applicants must meet the following Basic Requirement: Possess at least a bachelor's degree in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (NOTE: You must attach a copy of your transcripts for verification.) OR Have a combination of education and experience. I have at least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: 1) twenty four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirement above, to qualify for the position you must also meet the specialized experience requirements listed below: You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Representing multiple agencies/organizations at the headquarters level; 2) Responsible for reviewing, analyzing, and auditing multiple agencies accounting and financial systems and documentation; 3) Prepare, validate, and analyze financial statements, records, and reports; AND 4) Independently negotiate solutions for complex issues related to operational accounting and finance work. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Such study may have been performed on a full-time or part-time basis.
