    Responsibilities

    The **Federal Aviation Administration (FAA) Brand New Air Traffic Control System (BNATCS) Program Office** is leading the next generation of voice and data communication technologies for the National Airspace System (NAS). BNATCS will transform the way air traffic control (ATC) communications are managed across the U.S., integrating modern IP-based voice switching, data interoperability, and secure, low-latency digital transmission to support both current and future NAS operations.

     

    BNATCS is responsible for the full lifecycle management, modernization, and deployment of advanced ATC voice and data systems—including VoIP-based voice switches, networked communication architectures, and associated recording and control capabilities—to ensure operational reliability, scalability, and safety.

    Position Overview

    This role will support the FAA BNATCS Program in advancing ATC voice and data communications. The selected engineer will provide **domain and technical expertise** in **ATC voice systems, VoIP voice switches, and data/voice networking** , with specific emphasis on **CIP and RTP protocol integration** . An **air traffic control operational background** is highly preferred to bridge technical design with real-world controller needs

    Responsibilities

    + Support the FAA in the **modernization of ATC voice and data communications** within BNATCS, providing technical expertise in VoIP-based voice switches, communication hardware/software, and data networking systems.

    + Contribute to the **design, testing, and deployment** of secure, resilient, and high-availability ATC communication systems that meet operational safety and latency requirements.

    + Participate in **requirements development, system verification/validation, industry/market research, acquisition planning, and lifecycle management** activities for BNATCS communication systems.

    + Collaborate with cross-functional FAA and contractor teams to ensure that all **voice and data communication systems** align with NAS architecture, safety standards, and human factors considerations.

    + Provide technical support for **system interface design** , including analog, digital, electrical, and IP-based interconnections.

    + Analyze and optimize **CIP and RTP protocol implementations** for reliable, real-time ATC voice communication across diverse network environments.

    + Assist in the development and review of **engineering documentation, safety assessments, and risk mitigation plans** .

    + Support FAA safety management activities to ensure hazards are mitigated and residual risks are maintained at acceptable levels.

    + Provide **subject matter expertise** linking operational ATC experience with system design to enhance controller usability, reliability, and communication clarity.

    Required Qualifications

    Candidates should possess several of the following knowledge, skills, and abilities:

    + Deep knowledge of **FAA Air Traffic Control (ATC) voice communication systems** , including **voice switches** and **VoIP technologies** .

    + Experience with **CIP (Control and Indication Protocol)** and/or **RTP (Real-Time Transport Protocol)** .

    + Strong understanding of **VoIP-based architectures** , network interfaces, and system interoperability.

    + Familiarity with **Enterprise Architecture (EA)** tools and methodologies (e.g., ISEF, CORE).

    + Understanding of the **Open Systems Interconnection (OSI) model** , particularly layers 3–7 related to voice/data transport and control.

    + Experience with **Dynamic Object-Oriented Requirements System (DOORS)** or equivalent requirements management tools.

    + Strong understanding of **communications systems and network design** , including analog, electrical, and digital interfaces.

    + Excellent written, oral, and interpersonal communication skills.

    + Ability to work independently, manage priorities, and deliver results in a dynamic program environment.

    + U.S. citizenship or Green Card Permanent Resident (3+ years U.S. residency)

     

    Required Education and years** ** 

    Level I** ** 

    + 0-4 years of experience and a Bachelor’s degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience).

    **Substitution:** High school degree and an additional 6 years of experience

    **Salary Range:** $65,200 - $101,950

    Level II** ** 

    + 5-9 years of experience and a Bachelor’s degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience).

    Substitution:** **  

    + Masters degree with 3-7 years of experience would qualify

    + PHD degree with 0-4 years of experience would qualify

    + Highschool degree with a minimum of 14 years total.

    **Salary Range:** $71,800 - $112,150

    Level III** ** 

    + 10-15 years of experience and a Bachelor’s degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience).

    Substitution:** **  

    + Masters degree with 8-13 years of experience would qualify

    + PHD degree with 5-10 years of experience would qualify

    + Highschool degree with a minimum of 24 years total.  ** **

    **Salary Range:** $95,500 - $149,200

    Level IV** ** 

    + 16-24 years of experience and a Bachelor’s degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience).

    **Substitution** :

    + Masters degree with 14-22 years of experience would qualify

    + PHD degree with 11-19 years of experience would qualify

    + Highschool degree with a minimum of 26 years total.

    **Salary Range:** $115,500 - $180,525

    Desired Qualifications

    + **Air Traffic Controller experience** (current or former), ideally with tower, TRACON, or en route operations.

    + Familiarity with **FAA NAS systems** and **BNATCS program objectives** .

    + **Air-to-Ground (A/G)** communications experience.

    + Experience in system-level integration, testing, and verification of voice/data systems in operational environments.

    Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
