    Summary:

    To provide administrative support for a Department Division; ensure development, implementation and fiscal responsibility of assigned division programs and direct operation of related automated systems; manage staff; act for Division Administrator; perform related work.

    Job Responsibilities:

    Leadership

     

    + Sets expectations for performance standards, provides coaching and feedback, identifies necessary training and evaluates performance to ensure productivity, quality of work and customer service

    + Recognizes and resolves both internal and external personnel issues, and mediates and implements appropriate corrective action as needed

    + Participates in recruiting, interviewing and making hiring recommendations

    + Creates a team environment, providing leadership, direction and motivation for employees to accomplish the numerous goals and targets of multiple programs and projects

    + Represents the Division in the Division Administrator's absence

     

    Public Relations

     

    + Make presentations to the State Board of Land Commissioners

    + Provides liaison between staff and other state and federal agencies

    + Advocates department programs and legislation to the state legislature and federal grant agencies

    + Represents the department on various federal and state boards and commissions

    + Provides information and promotes department services to the media, various officials, special interest groups and the public

    + Responds to complaints concerning department services and activities

     

    Administration

     

    + Sets wildland fire program priorities and goals

    + Provides for adequate resources and staffing levels in the wildland fire program

    + Develops budgets, controls expenditures, and projects income; coordinates work assignments and ensures effective communication among division staff and operations

    + Investigates, troubleshoots, and resolves or recommends solutions to complex or unusual inquiries, problems and issues; recommends, interprets, and applies regulations and policies and ensures consistency and compliance with governing laws and regulations

    + Directs preparation of information and testimony provided to legislative committees

    + Analyzes impact of legislation on wildland fire programs

    + Prepares issue analyses and/or audit responses

    + Directs Fire Management Bureau strategic planning and evaluation efforts

    + Ensures conformance to department planning activities, guidelines and requirements

    + Monitors progress relative to plan implementation and recommend actions necessary to ensure achievement of strategic goals

    + Plans and coordinates a variety of special administrative projects and assignments

     

    Management

     

    + Plans, organizes, staffs, directs, and controls Fire Management Bureau programs

    + Sets objectives and determines priorities

    + Establishes policies and procedures

    + Oversees preparation of budget

    + Directs various projects through bureau chief

    + Evaluates effectiveness of programs to ensure objectives are met

    + Provides technical assistance to staff in program development

    + Directs preparation of reports on program progress

    + Reviews and prepares legislation

    + Hires and trains bureau chief, assigns work and evaluates performance

    + Ensures compliance with statewide reporting requirements for the agency

    + Coordinates assigned activities with other department operations

    + Represents the department on state and national committees, task forces, and associations

    Minimum Qualifications:

    Experience:

    + Managing professional staff

    + Analyzing management and program problems, identifying alternatives and recommending and implementing solutions

    + Preparing and making presentations to groups

    Experience:

    + Managing a professional staff in forestry and wildland fire management

    + Setting goals and objectives for wildland fire programs and projects, and evaluating results

    + Budgeting

    + Performing liaison activities and dealing effectively with elected officials, business and community leaders, the media and general public to develop understanding, acceptance and support for a program

    + Communicating effectively orally and in writing, and making public presentations

    Considerable knowledge of:

    + Wildland Fire Suppression

    + State and federal laws and regulations governing wildland fire management

    + Federal, state and local government operation

    Good knowledge of:

    + Customer service

    + Developing and implementing public policy relating to land management

    + Financial and accounting principles and practices

    + Interpreting financial reports and data

    + Establishing internal reporting controls

    + Strategic planning concepts and practices

    + Project planning concepts and practices
