Summary This position is part of the Air Force Elements, U.S. Transportation Command. This position is in the Excepted Service. As Attorney-Advisor (Contracts), NH-0905-4 you will serve as a senior acquisition law attorney in the Office of the Staff Judge Advocate working for the Chief of Acquisition Law. Responsibilities As a ATTORNEY-ADVISOR (CONTRACT) at the NH-0905-4 some of your typical work assignments may include: Provide legal advice and business counsel to the contracting officer, the head of contracting activity (HCA), and other USTRANSCOM personnel involved in any contracting cycle stage. Interpret and apply fiscal law and policies on direct appropriations, revolving funds, and any funding mechanisms for the acquisition of supplies, services, construction, etc. Provide legal advice and business counsel to program managers, portfolio managers, project managers, and other USTRANSCOM personnel engaged in any phase of managing a Command requirement through acquisition. Advocate and represent the Command position in negotiations, meetings, proceedings before courts and administrative tribunals, and alternative dispute resolution (ADR) forums. Provide general legal support, analysis, and advice in various areas, including intellectual property law, fiscal law, electronic commerce, management of information technology (IT), information and operations security, cyber law, business law, and intelligence law. Provide general legal support, analysis, and advice in the areas of transportation law, cargo preference, activation of organic and ready reserve fleet assets, sea and airlift readiness programs, administrative and civil law, and national security law. Requirements Conditions of Employment Qualifications Qualification standards for attorney positions may be found in DoD Directive 1442.2, "Personnel Actions Involving Civilian Attorneys" at DoD Instruction 1442.02, September 30, 2010 (whs.mil). The experience described in your resume will be evaluated and screened for competencies needed to perform the duties of the position as described in the DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of the announced position. Salary will be set within the range specified in this vacancy announcement based on the complexity of work to be performed, the selectee's experience, education, training, and availability of funds. Specialized Experience: 1 year experience or education in Acquisition Law or Business Law highly desirable. Education You must be a graduate from an ABA-accredited law school, and be in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico Bar.
