    Summary This position is responsible for working collaboratively with local and VISN leadership to identify and/or implement best practices and advising VAMC leadership of all program requirements pertaining to the C&P program. The incumbent will ensure quality assurance and provide oversight for the VAMC C&P program. The C&P Manager is also responsible to ensure that the Medical Staff Bylaws/Rules and Regulations are reviewed and updated annually to reflect regulations or accreditation standards. Responsibilities At the GS-11 developmental level, the Supervisor or Lead Specialist provides continuing assignments indicating generally what is to be done; required information; limitations; deadlines; and priorities. The Supervisor provides advice or additional specific instructions for difficult, new, or special assignments including work methods. The incumbent provides consulting and guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program including Healthcare Professionals' C&P; facility Scope of Practices; National and VISN Memorandums of Understanding (MOUs); Veterans' Administration Memorandums; VHA requirements, Handbooks, Directives and Policies; TJC Standards; quality assurance assessments; and risk management and malpractice claim action evaluations. Determines appropriate actions, including those resulting from VISN and local level reviews, initial and recredentialing processes, including, but not limited to primary source verifications; reporting and data trends, identified issues that require further review, and electronic credentialing database and clinical privilege maintenance. Incumbent attends committee meetings and presents providers' credentials, clinical practice histories and red flags; documents and composes committee minutes, privileging requests and/or actions, malpractice payments, tort claims and adverse actions, Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) reviews and completion timeframes. Performs as the VAMC SME on the following topics, including, but not limited to credentialing of licensed independent practitioners (LIP) and Non-LIPs; privileging and privileging related matters including focused and ongoing professional practice; adverse privileging actions; Reporting to the National Practitioner Data Bank (NPDB); and reporting to State Licensing Boards (SLB). Provides SME guidance to VAMC leadership related to credentialing, privileging, adverse privileging actions, NPDB reporting, and SLB reporting. Monitors and audits the VAMC C&P program utilizing VetPro reports, mandatory auditing and reporting tools. Demonstrates expertise in utilization of the VetPro credentialing system including knowledge of the credentialing and privileging process, documentation of primary source verifications, and how to audit credentialing files and reporting functions. Provides regularly scheduled committee reports (e.g. Medical Executive Committee, Quality, Safety and Value Committee, Healthcare Delivery Committee) outlining best practices, system improvements, areas requiring improvement, action plans for corrections, and identified trends in findings from ongoing monitoring. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.) years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Public Management, Healthcare Administration. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
