    Information Technology Services (ITS), the central IT provider at the University at Albany, is seeking applicants for a Manager of Application Development to support the academic, research, and business needs of this R1 institution. The University's constantly evolving, and increasingly complex technical environment encompasses more than 250 applications, including the student information system supporting over 17,000 students. The Manager of Application Development plays a key role in assuring that enterprise applications and systems are robust, secure, and compliant. They have a deep understanding of how applications fit into the broader technical environment, are adept at working with both on-premises and cloud-based applications and are comfortable analyzing complex requirements to implement highly effective solutions. They ensure applications support a positive user experience and are compliant with industry standards and best practices.

     

    The successful candidate will lead a team dedicated to designing, building, and maintaining applications that support the University's mission.

     

    The Manager of Application Development is a member of a team of IT professionals who work closely to ensure the integration, interoperability, and availability of campus technology resources, and strive for continuous innovation and improvement. They provide direct supervision of the Application Development group and are responsible for ensuring the delivery of high-quality, secure, accessible, and scalable technical solutions. The Manager partners with ITS and campus stakeholders to implement new functionality, lead development and upgrade initiatives, and establish standards and best practices that align with the University's strategic mission and goals.

     

    The ideal candidate has a deep understanding of how applications integrate within a complex technical environment, excels at analyzing and translating requirements into effective solutions, and ensures that applications deliver a positive user experience while meeting compliance, accessibility, and security standards.

    Primary Responsibilities:

    + Leadership and Supervision

    + Lead and manage the Application Development team, providing clear direction, resource planning, and performance management.

    + Recruit, develop, and mentor staff to ensure professional growth and alignment with ITS and University goals.

    + Foster collaboration within ITS and between ITS and campus partners to deliver effective technology solutions.

    + Ensure compliance with University and ITS policies, standards, and expectations while promoting a culture of innovation, accountability, and continuous improvement.

    + Application Development and Integration Oversight

    + Oversee the design, development, and integration of enterprise applications, ensuring solutions are secure, scalable, and aligned with institutional standards.

    + Direct adoption of modern development practices, including API integration, automation, and CI/CD pipelines.

    + Evaluate and approve development tools and platforms, ensuring consistency and alignment with best practices.

    + Partner with others in ITS and campus stakeholders to translate business needs into sustainable technical solutions.

    + Operations and Security

    + Ensure reliable operations of applications, including documentation, upgrades, monitoring, and performance management.

    + Develop and maintain application development standards and ensure compliance with information security, privacy, and accessibility standards.

    + Promote continuous improvement by identifying opportunities to adopt emerging technologies and streamline development practices.

    + Provide subject matter guidance to service teams and project stakeholders to support effective delivery of ITS services.

    + Other reasonable duties as assigned

    Functional and Supervisory Relationships:

    + Reports to: Director of Application and Infrastructure Services

    + Supervises the following positions: 8-10 Application Developers

    Job Requirements:

    + Excellent interpersonal and oral and written communication skills.

    + Ability to organize work, prioritize tasks, and manage multiple and changing priorities, ensuring timely delivery, high quality, and attention to detail.

    + Ability to engage with customers to analyze, document, and translate business requirements into effective technical designs, workflows, business processes, and specifications.

    + Ability to work collaboratively with cross-functional teams and communicate technical details effectively to non-technical stakeholders.

    + Available to provide scheduled support and consultation outside normal business hours, including occasional evenings, holidays, or weekends, within reasonable professional obligation and expectation.

    + Must report to campus in-person on Mondays, Wednesdays, Fridays, and as needed. This position is eligible to telecommute on Tuesdays and Thursdays, with supervisory approval, following a probationary period.

    Job Requirements:

    Minimum Qualifications:

    + A bachelor's degree from a college or university accredited by a U.S. Department of Education (DOE) or internationally recognized accrediting organization.

    + Seven or more years of experience in software development, with a focus on designing and building enterprise-level integrations using APIs.

    + Five or more years of experience leading application development teams in an enterprise environment, including leading and directing information technology projects.

    + Demostrated proficiency in programming languages such as Java or Python, with a deep understanding of modern development frameworks like React or Angular.

    + Demonstrated knowledge and experience with RESTful API development, including API security, versioning, and best practices.

    + Applicants must demonstrate an ability to develop inclusive and equitable relationships within our diverse campus community

    + Applicants must demonstrate an ability to support diversity, equity, access, inclusion, and belonging relative to their role

    Preferred Qualifications:

    + Experience working in higher education and/or familiarity with the unique needs of an academic institution.

    + Hands-on experience in developing integrations using MuleSoft or a comparable enterprise integration platform.

    + Experience with PeopleSoft PeopleTools and its development tools, including PeopleCode, Application Engine, and Application Designer, for building and maintaining enterprise applications

    + Demonstrated ability to design and implement scalable, fault-tolerant integrations across both cloud-based and on-premises systems.

    + Experience with cloud technologies and platforms such as Azure, AWS, or Google Cloud.

    + Experience with Git and GitHub, including branching strategies, managing pull requests, and leveraging GitHub Actions for CI/CD automation.

    + Experience with database technologies (SQL, NoSQL)

    + Proven experience managing vendor relationships and evaluating external solutions to fit enterprise needs.

    Professional Rank and Salary Grade: Supervising Programmer-Analyst, SL5, $120,000-$130,000
