About this Job
The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Applications and Data Management Section. Req. 214405
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The position is responsible for systems analysis and development of automated systems working in an independent manner that requires a technical skill set and a knowledge base across departmental programs. This is a technical IT position in the Office of Technology Services Application and Data Management (AppDM) Health section. The incumbent reviews and documents requirements, and is responsible for helping support the Louisiana Medicaid Eligibility Determination System (LaMEDS) for the Louisiana Department of Health (LDH). This position utilizes SQL, SQL Server Management Studio, Pentaho, SoapUI, JIRA, SharePoint and GIT. May provide guidance to lower-level developers.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Two years of experience in information technology; OR
Six years of full-time work experience in any field; OR
An associate's degree in information technology; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
+ Serve as lead developer in Application Design, Development and Support for User Acceptance Testing (UAT) testing activities for the LaMEDS system. Design, code, compile, test, as indicated by user and management requests and according to the Software Development Life Cycle (SDLC). Prepare program specifications, work assignments, and program testing procedures. Make decisions on design, technical requirements and file designs with minimal supervision. Analyze changes, enhancements and/or system designs to ensure data integrity and availability. Provide technical support as needed. Troubleshoot and implement applicable solutions to address system issues. Ensure technical tasks relating to the testing of bugs and enhancements of the LaMEDS system are effectively executed and completed to meet Agile sprint deadlines. Assist in regression testing by facilitating back-end testing requests in order to ensure the continued stability and functionality of the existing components of the LaMEDS system. Adhere to business standards and specifications when performing testing processes. Communicate effectively with other UAT teams and OTS verticals to service testing requests and to troubleshoot and resolve issues. May assist in developing solutions to address future needs.
+ Meet extensively with UAT teams, LDH, contractors and other business units, serving as liaison for the purpose of meeting the needs of LDH and the continuity of the LaMEDS system. Analyze user
requests/bugs/change requests in order to identify the necessary system development, determine effects on existing system functionality, and estimate for timely completion of testing.
+ Performs all other tasks, special projects, analysis, studies, and plans as directed.
Position-Specific Details:
Appointment Type: This vacancy will be filled by promotion of a current permanent status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion. This is a full-time, on-site position located in the Greater Baton Rouge area.
Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Applications Developer 1, 2, 3 or 4.
Applicants who do not meet the minimum education or experience qualification may receive experience credit from Civil Service approved certifications for up to two years of experience, which may substitute for the bachelor's degree.
