    MARKETING STATEMENT

    Want to serve a key role in the development and construction of WMATA's most critical and high-profile projects?

     

    WMATA's Geomatics Survey Office is seeking qualified candidates for the position of Geomatics Field Operations Manager to help deliver a diverse cross-section of survey projects that support the Authorities safety, maintenance and engineering disciplines . The Geomatics Field Operations Manager will be responsible for the planning, scheduling, budget management, quality control, safety, coordination, management and direction of internal staff and consultant staff, to ensure field surveys for active and planned capital improvement projects, maintenance and renewal projects and ADA compliance projects, throughout the Authority's system is performed in accordance with required Authority standards, specifications and guidelines.

     

    This role requires having the confidence and ability to oversee multiple survey crews, comprised of internal staff and consultant staff, daily. The ideal candidate will have experience in the management and delivery of a variety of field surveys such as, but not limited to, High order terrestrial and GPS Survey Control Surveys, Track Alignment Surveys, Topographic Surveys, Structural As-built Surveys, Structural Movement Surveys, Property/Right-of-way Surveys and 3D High Definition Scanning Surveys.

     

    The major responsibilities for this position will include the ability to work day and night shifts as needed, be a proficient planner, communicate with internal and external stakeholder customers, monitor the progress of multiple field survey projects, coordinate work crews, assign work schedule priorities, demonstrate strong communication and dispute resolution skills and ensure delivery deadlines are met. Possession of a professional survey license in a WMATA compact jurisdiction (DC, MD, VA) or a Certified Survey Technician Level IV (CST IV) certification is preferred.

    Minimum Qualifications

    Education

    + High School Diploma or GED and vocational or technical training in Geomatics Engineering / Land Surveying

    Experience

    + A minimum six (6) years of experience, to include at least two (2) years in a supervisory capacity in the management and delivery of a variety of field surveys such as, but not limited to, Survey Control Surveys, Track Alignment Surveys, Topographic Surveys, Structural As-built Surveys, Property/Right-of-way Surveys and 3D Scanning Surveys.

    Certification/Licensure

    + Professional survey license in a WMATA compact jurisdiction or a Certified Survey Technician Level IV (CST IV) certification within 1 year of employment

    + Roadway Worker Protection (RWP) level 4, within one year (two years for external hires) of starting the job and maintained for the duration of time in the job

    + General Order and Track Rights System (GOTRS) certified, within one year of starting the job and maintained for the duration of time of the job

    + Valid Driver¿s License

    + Associate¿s degree, or vocational or technical school degree in Geomatics Engineering / Land Surveying

    Job Summary

    The Geomatics Field Operations Manager plans for and manages the execution of all field work operations. The incumbent oversees geomatics survey field personnel to ensure field operations are staffed by appropriately skilled personnel; field tasks are properly scheduled; field work is carried out in safe manner; and operations are conducted in full adherence to current survey standards and specifications. This incumbent develops field procedure improvements, safe work procedural improvements, and recommends standard and specification enhancements or revisions, from lessons learned and observational determinations.

    ESSENTIAL FUNCTIONS

    + Clearly and consistently directs field operations based on current survey standards and specifications. Resolves issues encountered in the field and ensures work efforts are consistently completed safely, efficiently and in adherence with applicable standards and specifications. Develops field work procedural improvements based on lessons learned.

    + Analyzes requests and prepares field work assignments and maintains a field work schedule from survey requests. Reviews requests and as built documents; identifies discrepancies and conflicts; formulates or recommends field work solutions that are in accordance with geomatics methodology; and collaborates with stakeholders.

    + Ensures accurate determination of what portion of a survey request requires field work and that field work data acquisition results are sufficient to provide a high-quality response / deliverable to stakeholder requests.

    + Organizes field crew team assignments and works collaboratively with other teams to ensure sufficient resourcing and adherence to schedule and safety requirements. Establishes communication methods that encourage collaboration and adherence to safety requirements in the field. Ensures consistent supervision and sufficient communication in the field.

    + Oversee adherence to applicable safety rules of the road, procedures, required safety equipment, through planning, close observation, safety briefings, and process improvements. Enforces RWP rules actively in the work site to ensure the safest environment possible for workers, customers, and other stakeholders, giving, clear direction to workers, raising concerns and providing solutions.

    + Collaborates with internal and external customers on each request to determine specific requirements of the survey, and gathers data, provides lessons learned documents, mentoring and training within Geomatics Team.

    + Review of a current motor vehicle report
