    POSITION SUMMARY:

    Under general supervision performs work of moderate difficulty in the analysis, reconciling, and auditing of city income tax returns for compliance with the city income tax ordinance; provides assistance to taxpayers; performs related work as required.

    ESSENTIAL JOB FUNCTIONS:

    + Audits quarterly W-1 forms and annual W-3 reconciliation returns for withholding accounts.

    + Checks tax liability by auditing returns and annual W-2 forms supplied by employers.

    + Analyzes and audits tax returns, withholding statements, special forms, financial statements, files, and office records for individual and business accounts.

    + Requests additional information as needed to substantiate tax liability.

    + Adjusts tax returns and corrects tax liability.

    + Prepares correspondence notifying taxpayer of changes made to return, refund request and tax liability.

    + Assesses penalty and interest as required.

    + Provides information, interprets and explains tax regulations, and assists taxpayers in completing City tax returns.

    + Retrieves and reviews taxpayer account records and updates same with appropriate information from tax returns by using computer.

    + Issues taxpayer account orders to set up new accounts or make changes in existing accounts.

    + Transfers account to reflect changes in taxpayer status and updates taxpayer information as needed.

    + Determines delinquency of account and issues delinquent transcripts to investigators for action.

    + Preaudits incoming tax returns for compliance with city tax ordinances.

    + Prepares posting journal identifying the nature of the bookkeeping entry.

    + Audits returns and refund claims, reviewing all aspects prior to processing refunds.

    + Conducts in-depth studies of problem areas on tax returns.

    + Determines most expedient manner of resolving the problem and discusses the proper action to be followed with taxpayer.

    + Receives and examines fiscal transcripts, correlates with posting journal.

    + Examines zero liability returns and takes appropriate action based on findings.

    + Analyzes and determines validity of tax claims filed by suburban cities.

    + Verifies and prepares vouchers for payment.

    + Investigates a variety of information to locate taxpayers.

    + Effects compliance from taxpayers who have failed to file tax returns.

    + Reviews tax accounts and recommends legal action, if needed.

    + May issue criminal warrants as a result of such recommendations.

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of:

    + The provisions of the City of Toledo tax ordinances and regulations.

    + Accounting and auditing principles, practices and methods.

    + Office practices and procedures.

    + Federal and state tax laws and regulations.

    Skill in:

    + Applying auditing principles in analysis of tax returns.

    + Establishing and maintaining effective working relationships with others.

    + Preparing tax returns and statements, accounting documents, reports and correspondence.

    + Interpreting and explaining tax codes and regulations.

    + Research techniques.

    + Performing mathematical calculations.

    + Verbal and written communications.

    + Operating computers, office machines and equipment.

    REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

    Graduation from High School or General Education Development (G.E.D.) Tests equivalency and two (2) years of increasingly responsible experience in tax preparation and/or auditing;

     

    ORGraduation from an accredited college or university with an Associate’s Degree in Accounting, Business, or related field and one (1) year of experience in tax preparation and/or auditing; Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Business, or related field;

     

    ORenrolled as a student in an accredited two- or four-year college or university program with a degree focus in Accounting, Business, or related field, thirty-two (32) or more credit hours and the completion of a college internship in the City of Toledo’s Taxation division within the last five (5) years.

    MUST BE BONDABLE

    For all position assignments: Any user with Federal Tax Information (FTI) access will be subject to both pre-employment and post-employment, periodic, suitability background investigations. These investigations will include, but not be limited to, FBI fingerprinting, local law enforcement records check, and confirmation of citizenship/residency, in accordance with the applicable policies and procedures.

    Health Insurance

     

    The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

     

    Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

     

    Group Life Insurance

     

    City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

     

    Ohio Public Employees Retirement Plan

     

    The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

     

    OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

    Deferred Compensation & 401(K)

     

    The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

     

    Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

    401(k)

     

    The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).

     

    Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

     

    Roth 401(k)

     

    The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

     

    Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
