Job Summary: Plans and assists with operational, and programmatic activities for a department, agency or facility. Recommends and implements policies and procedures. Directs subordinate managers and staff. Will provide some direction on agency policy. Provides leadership across multiple units, departments, and/or regions.
Primary Duties & Responsibilities: This position will supervise a team of negotiators and junior negotiators responsible for the procurement of a broad range of engineering and design support services in accordance with federal regulations and state laws. The selected candidate will direct a diverse range of support activities for GDOT’s Office of Procurement’s Engineering and Design Procurement Section. The position will assign, monitor, and track workloads and recommend and implement policies and procedures. This position will direct subordinate managers and staff.
MINIMUM QUALIFICATIONS:
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
Entry Qualifications:
• Bachelor's degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role; or nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role; or five (5) years of experience required at the lower-level Sr Mgr, Business Ops (GSM012) or position equivalent.
Agency Specific Qualifications:
+ Demonstrated professional level experience and knowledge in the following areas: project management (establishing project schedules, maintaining schedules, managing resources to ensure project success); experience establishing contracts; and understanding regulations and policies for services acquisition and contracting.
+ Demonstrated excellent leadership skills with demonstrated experience planning, supervising, training and evaluating the work of subordinates and promoting a positive environment.
+ Demonstrated experience managing a diverse workforce and resolving personnel matters.
+ Displays high initiative and excellent decision making and innovative thinking and ideas to make organizational improvements
+ Demonstrated experience improving established methods or creating new methods when established methods and procedures are inapplicable or unavailable
+ Demonstrated experience operating effectively within the policies, procedures and rules
+ Displays a high level of initiative, effort, and commitment toward completing assignments in a timely manner
+ Displays excellent communication skills with demonstrated experience to interact effectively with management.
+ Demonstrated experience to work with all levels within an organization.

+ Experience in acquisition of professional services and contracting.
+ Experience procuring and negotiating contracts in accordance with federal regulations and state laws.

Good Employment Standing: In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
