    What We Offer

    The County of Ventura offers an attractive compensation and benefits package that includes:

    The Department

     

    The Information Technology Services department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

    The Position

    Working within the Information Technology Services (ITS) department within the Sheriff support team, the Applications Architect/Supervisor (AA/S) under general direction, incumbents are responsible for planning, leading and/or performing application requirements definition, system component mix and architecture definition, application design, application development, and system implementation. Responsibilities may also include the technical supervision of subordinate analysts and programming staff.

    The Ideal Candidate

    The ideal candidate will have five (5) years or more of experience in systems analysis, design, developing and supporting systems in Microsoft Visual Studio (2012-2017) and C#, current .NET frameworks (full, standard, and core), MVC Web Applications, Angular, Web Services, JavaScript, API, JSON, PHP, XML, Data Modeling, SQL Server, Sybase, IIS Administration, Azure DevOps, Microsoft SQL Reporting Services, VBA, GIT, ActiveX, jQuery, and a Bachelor's degree or higher in Information Systems, Computer Science, or a related field is highly desirable.

    Applications Architect/Supervisors are represented by the Service Employee's International Union (SEIU) and are eligible for overtime compensation.

    Distinguishing Characteristics

    The Applications Architect/Supervisor series is the highest professional/technical classifications within the Information Technology Services Department, Application Services Division. The Applications Architect/Supervisor is distinguished from the Principal Applications Architect Supervisor and Senior Information Systems Analyst in that the latter two classifications have the authority to participate in the definition of County technology policies and procedures.

     

    The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies for this position only. There is currently one (1) Regular vacancies within the Information Technology Services Department.

    TENTATIVE SCHEDULE

    Examples Of Duties

    Duties include but are not limited to the following:

    + Partners with Public Safety agency representatives to identify business needs, research & implement solutions;

    + Develops and architects system solutions recommending the appropriate mix of current technologies to customer departments and internal management;

    + Serves as lead in performing research, requirements definitions, analysis, development, acquisition, and implementation of hardware, software, and applications systems;

    + Plans, organizes, directs, monitors, and evaluates the performance of assigned project team members;

    + Prepares progress and status reports for internal management and customer departments;

    + Coordinates project development and system maintenance requirements with users, other IT Services staff, vendors and outside agencies;

    + Ensures Service Level Commitments (SLCs) are being met for areas of responsibility;

    + May supervise one or more subordinate staff;

    + Performs other related duties as required.

    Typical Qualifications

    EDUCATION, TRAINING, and EXPERIENCE

     

    Extensive experience in computer systems analysis, design, and programming and serving in a technical lead capacity over programming staff and/or programmer analysts which has led to the acquisition of the required knowledge, skills, and abilities.

     

    The required knowledge, skills, and abilities also can be obtained by possession of a Bachelor's degree in Information Systems, Computer Science, or a related field and three (3) years of systems analysis, design and programming experience; or, one (1) year of experience as an Information Systems Analyst, or Data Systems Analyst within the County of Ventura, Information Technology Services Department. Additional years of qualifying experience may be substituted for the college education on a year for year basis.

    NECESSARY SPECIAL REQUIREMENTS

    + Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

    + At least two (2) years of recent experience in the following:

    + Developing, testing and implementation of medium to large applications and systems in relevant tools such as: ASP.NET MVC, WEB API, Angular and C#;

    + Microsoft SQL Server, SQL Server Reporting Services, Sybase;

    + Microsoft Visual Studio;

    + Securing mixed client applications, including desktop, web and mobile;

    + REST-based Web Services, API, JSON, JavaScript, PHP, XML, UML, jQuery, Data Mining/Analysis, IIS Administration, Mobile application development, Content Management Systems (Joomla, WordPress, etc.).

    + Ability to travel within the county to conduct studies or troubleshoot;

    + Ability to work long hours to resolve production problems or meet project deadlines;

    + Ability to work nights, weekends, and holidays on an on-call basis.

     

    KNOWLEDGE, SKILLS, and ABILITIES

    Thorough knowledge of:

    + Current technology trends in the information systems field;

    + Methods and techniques used in defining application requirements, data modeling, and general systems analysis, design, and documentation;

    + Local and wide-area network components and technologies;

    + Data base management systems including Microsoft SQL Server, and Sybase;

    + Project estimation, scheduling, and management techniques;

    + Technologies utilized in the Sheriff’s support team including ASP.NET MVC, WEB API; Angular, C#, Microsoft Visual Studio, and REST-based web services;

    + Vendor contract negotiation and management.

    Comprehensive ability to:

    + Facilitate and document customer functional and data requirements;

    + Propose the appropriate mix of technology and procedural solutions;

    + Analyze complex procedures and develop logical conclusions;

    + Develop project plans and achieve objectives;

    + Participate in the analysis, programming, testing, and/or implementation of proposed systems;

    + Plan and supervise the work of others;

    + Communicate effectively both orally and in writing;

    + Maintain positive working relationships with customer departments and internal staff members.

    APPLICATION EVALUATION - qualifying

    TRAINING and EXPERIENCE EVALUATION:

    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using an T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

     

    NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities.     ORAL EXAMINATION – 100%

    A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

     

    If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

     

    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
