This Electronics Engineer 3 position offers a unique opportunity to work within the Communications/Control Planning (TPMC) organization at a renowned power administration. The role involves collaborating with various engineering and project management teams to develop comprehensive plans of service for the operational communications system. The engineer will provide technical support for network transmission, network interconnections, generation integration, and customer service projects, ensuring alignment with asset management strategies.
Responsibilities
+ Draft telecommunications decisions to lease or share operational circuits on communication systems.
+ Work within a team to draft Communications/Control Planning plans-of-service for reimbursable study agreements.
+ Collaborate with the Power System Planning group to identify telecommunications elements and document minimum requirements.
+ Draft and recommend plans-of-service packages for communications circuits and telecom paths, including travel to remote locations if necessary.
+ Document plans-of-service on Project Requirements Diagrams website.
+ Draft back-of-envelope estimates and the Communications & Control portion of the Study Report.
+ Create and submit Estimate Requests for review and approval.
+ Provide analysis of Microwave paths, SONET configurations using planning tools such as Pathloss and TCIS.
+ Communicate technical information verbally and in writing to technical and non-technical users.
+ Provide project/task updates as requested by management.
Essential Skills
+ Bachelor’s degree in electronic engineering or a closely related engineering field.
+ 10+ years of electronics/electrical engineering experience with a diversified knowledge of engineering concepts.
+ 5+ years of experience in developing cost estimates for communication items.
+ Experience in metering and telemetry requirements related to interchange projects.
+ Experience disseminating technical information in writing and orally.
+ Experience in planning digital radio systems and long-haul fiber optic systems, preferably SONET systems.
+ Working knowledge of transmission and operational telecommunications systems.
Additional Skills & Qualifications
+ Experience in the Electric Utility sector with an emphasis on Communications & Control Planning.
+ Experience developing plans-of-service for communication, control, and data systems.
+ Knowledge of NERC and WECC Planning Standards as they apply to Protective Relaying, Metering, and communication systems.
+ Experience applying WECC Communication System Performance Guide for Protective Relaying Systems.
+ Knowledge of and/or experience with planning or designing Ethernet-based WAN systems.
+ Understanding of communication network architecture principles and concepts.
Work Environment
The Communications and Control Planning team is responsible for developing service plans for upgrades, replacements, and expansion of the operational communications system. This includes supporting voice, data, control, protection, and Remedial Action Scheme circuits. The work environment is a slower-paced office setting with somewhat flexible hours and a business casual dress code. The role involves independent work with minimal supervision, often requiring waiting on approvals and paperwork completion. The team consists of dedicated professionals committed to meeting deliverables and collaborating effectively with internal and external stakeholders.
Job Type & Location
This is a Contract position based out of Vancouver, WA.
Pay and Benefits
The pay range for this position is $55.00 - $65.00/hr.
