Summary This position is part of the Air Force Elements, U.S. Transportation Command. Responsibilities As a PROGRAM SUPPORT SPECIALIST at the GS-0301-12 some of your typical work assignments may include: Financial Analysis and Assessment: Initiate, plan, and perform financial analyses for Directorate Budget Subject Matter Expert: Develops directorate budget, including unfunded requirements, consolidating input from Divisions and ensuring accurate budget submissions based on existing regulations. Monitors execution, coordinates, reconciles, and manages year end budget closeout, including IT and non IT budgets. Serves as subject matter expert on resource management policies and processes. Serve as the directorate Defense Travel System (DTS), Government Travel Credit Card (GTCC), and Government Purchase Card (GPC) programs coordinator. Assess Transportation Service Providers (TSPs) doing business with the Department including financial statements, trends, and strengths and weaknesses of TSPs financial portfolios. Conduct independent financial analyses and management assessments and independent review of TSP financial, accounting and management operations, particularly their ability to meet the Defense Personal Property Program (DP3) requirements. Transportation Service Provider Internal Review: Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of the DP3 TSP internal review process. Serve as the primary interface between USTRANSCOM and the TSPs on all matters related to asset management reporting and financial analysis. Organizational Timekeeper and Personnel Assistant: Serves as the directorate lead timekeeper and auditor of time and attendance records, assisting divisions when required. Tracks timecard completion each pay period. Works with Defense Finance and Accounting Service and local agencies to resolve discrepancies for individuals. Assists in the processing of Directorate requests for personnel actions and other manpower authorizations. Customer Service: Projects enthusiasm, a strong willingness to help internal and external customers, and rapidly resolves problems in a manner that builds customer confidence in the program. Perform others duties as assigned. Requirements Conditions of Employment Qualifications You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Researching, collecting, and analyzing budgetary data in order to prepare, justify, and defend annual operating expenses, mid-year budget reviews, and other expenditures. Analyzing periodic financial statements of present transportation service providers/contractors to identify elements that indicate trends, weakness or strength as to working capital position, operating efficiency, and corporate strength or weakness and to determine whether there is need for surveillance or closer surveillance of contractors. Modifying standard practices and procedures and adapting techniques to solve a variety of problems; and ability to make precedent-setting, significant departures from previous approaches to similar projects in order to provide for the specialized requirements of specific projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
