Job Summary:
The Navy Maritime Expeditionary Security Force (MESF) requires specialized Tactical Patrol Boat (PB) Training to MESF personnel as well technical expertise to support the development of Maritime Expeditionary Security Group (MESG) ONE’s training curriculum design and development, and coastal maritime programs. The subject matter expert (SME) will directly support their Maritime Expeditionary Security Training and Evaluation Unit’s (MESTEU) unit-level training program and advanced tactics training for their fleet of tactical PB. The Navigation Instructor will perform work at multiple government locations CONUS and OCONUS on ranges, in the classroom, and onboard PB.
Duties and Responsibilities:
+ Provide Tactical Patrol Boat training on the 25’, 34’, and 40’ PB to MESF personnel in support of pre-deployment and unit level training.
+ Provide technical expertise for the analysis, design, and development of policy, tasks and functions related to MESF maritime training curriculum and other maritime training programs and policies.
+ Provide small arms and crew served weapons training.
+ Support Maritime Basic Water Survival Training.
Qualifications:
+ Four years documented small boat/craft tactical experience in a maritime environment with proficiency in: Maritime Navigation, Tactical Boat Operations, and Military decision-making processes (Begin, Arrange, Make, Complete, Issue, Supervise (BAMCIS); Organizational and individual planning; Tactical Boat Patrol Coordination; Development and issuance of Concept of Operations, Warning Order, Patrol Order, and Mission Debriefing.
+ At least five years of operations and training experience in patrol boat navigation.
+ Documented record of PQS qualifications in all MESF weapons and weapon systems.
+ Line Coach/Range Safety Officer qualified.
+ Former MESF/NSW/Surface/USCG warfare qualified.
+ Possess at least one of the following (or equivalent):
+ Navy Enlisted Code (NEC) 9502 805A Instructor or Navy NEC (9518) A12A Professional Development Instructor.
+ Must have completed Journeyman Instructor Training or equivalent.
+ Navy Second Class Swimmer or equivalent.
+ Must be able to screen for High-Risk Training to include Medical Questionnaire (Appendix B, OPNAVINST 1500.75 (series), and pass the Results of Medical Screening (Appendix B, OPNAVINST 1500.75 (series).
+ Active state driver’s license.
+ Proficient in understanding technical manuals, technical drawings, and schematics of navigation systems.
+ Proficiency using Microsoft Office® Suite.
+ Work in an environment requiring physical exertion in all types of weather conditions ranging from very hot (110 F summer) to very cold (30 F winter); be able to lift 50 pounds; must be able to wear body armor for an extended time; cannot have seizure disorders, abnormal and uncorrectable near vision, be colorblind, or have substantial hearing loss (hearing aid is acceptable).
+ U.S Coast Guard 50 Ton (or higher) Captain License highly desired.
+ Knowledge of DoD and service directives, policies, and guidance in support of NECC and Fleet operations and training required; experience with MESF training programs highly desired.
+ Operational and training/assessment experience with MESF units highly desired
+ Experience and/or formal training in NETC-compliant curriculum development highly desired.
+ Superior verbal, written communications, and interpersonal skills.
