The primary purpose of this position is to as a first level supervisor delivering and supporting AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Such as financial management advisory services, financial services, budget operations, cost analysis, and resource management systems. Responsibilities 1. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. 2. Researches, interprets, analyzes, and applies all financial management laws and regulations as established by Congress, DoD, and Air Force. 3. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with multiple organizations and agencies. 4. Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is described as: perform, supervise, and/or manage administrative work of a fiscal, financial management, accounting, or budgetary nature. Planning and carrying out the assignment; direct other functional specialists; resolve most of the conflicts that arise; coordinate the work with others as necessary; interpret policy and regulatory requirements; develop changes to plans and/or methodology; and/or provide recommendations for improvements in order to meet program objectives. Analyze all major financial management and operational aspects of a program. Provide information and recommendations supporting realignment of authorities, or major re-allocations of staffing, funds, and other agency resources. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal candidate: Seeking a Chief Financial Officer to lead our FM team within the Human Resources (GBH) Division, PEO Business and Enterprise Systems (GB) Directorate. Ideal candidate will have experience providing expert financial guidance, building a high-performing team, and advising senior leaders on all fiscal matters. Candidate should be able to demonstrate: - Leading and managing FM acquisition processes for major programs. - Developing and tracking budgets, ensuring fiscal compliance with a clear understanding of DoD FM regulations. - Strong communication and collaboration skills to include communicating effectively with all levels, including senior leadership. - Fostering a positive and productive team environment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations. 2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides. 3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes. 4. Ability to conduct studies, analyze data, develop alternative options/strategies, and make recommendations to resolve budget/manpower issues. 5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC. 6. Knowledge of EEO, safety and security regulations, practices, and procedures. 7. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. 8. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
