    An organization within Northrop Grumman’s Launch and Exploration division, the Strategic Space and Launch Business Unit is seeking an experienced Program Manager 3 based in **Chandler, AZ.**

     

    _This position is 100% on-site._

     

    Overview

     

    The Program Manager 3 will be a direct report to the Strategic and Space Launch Program Director and will have responsibility over the Antares and Eclipse Programs. The Program Manager 3 will be accountable for management and execution of cost, schedule, and technical performance within program constraints. In addition, the role will support new business pursuits.

    Role and Responsibilities:

    + Responsible for ensuring that program operational and financial objectives are met managing across multiple firm price and cost type contracts

    + Establish and maintain program organization which effectively addresses customer requirements and incorporates necessary internal and external sub-organizations

    + Identification, distribution, tracking, and completion of program requirements

    + Effective cultivation and management of supplier and teammate deliverables within program commitments

    + Measure and report program performance, while seeking continuous improvement of program operations

    + Establish design concepts, criteria, and engineering efforts for product research, development, integration and test

    + Deliver presentations to customers, executive management and other program stakeholders

    + Cultivate customer relationships and intimacy to develop further opportunities within the customer community

    + Participate in proposal preparation, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

    + Manage suppliers with the Global Supply Chain organization to meet program objectives, participate in contract negotiations, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

    + Develop and adhere to budget baselines utilizing Earned Value Management (EVM) cost & schedule control methodologies and tools

    + Develop and adhere to master plans and schedules

    + Identify, allocate and manage program resources, inclusive of workforce planning

    + Develop and implement program specific plans, mapping compliance with Launch Vehicles Business Unit and industry standards

    + Ensure program team familiarity and adherence with contract scope, and manage change through control board activities

    + Conduct thorough risk & opportunity management practices including identification, mitigation and realization in collaboration with the program chief engineer

    + Provide support to the field teams and campaigns ensuring safe execution of launches while meeting operational and launch success requirements

    + Function as a manager/leader whose decisions positively affect the financial bottom-line and employee morale and perception

    + Accountable for results that impact the performance of the mission and success of the program’s objectives

    Basic Qualifications:

    + Bachelor’s Degree in a STEM discipline with 10 years’ related experience in Program/Project Management or a leadership role supporting U.S. Government contracts and/or customers; OR a Master’s degree and 8 years’ experience

    + Four years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a Project Lead, Integrated Program Lead (IPT) or Cost Account Manager (CAM)

    + Three years of demonstrated success leading high-performance teams and/or organizations to achieve a common goal with an emphasis on technical, financial, and risk management

    + Experience with new product development in the Aerospace Industry

    + Ability to travel domestically up to 20% of the month

    + Strong interpersonal, communication and presentation skills

    + US Citizenship in required

    Preferred Qualifications:

    + MBA, or MS in Engineering

    + 12+ years of Program Management experience, preferably on programs valued at $100M or more in exercised contract value

    + Team leadership experience of program teams with 30+ members across all functions

    + Experience working on launch system programs

     

    Primary Level Salary Range: $161,500.00 - $242,300.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
