JOB SUMMARY
Execute resource plan to ensure adequate train and engine staffing to cover regularly scheduled assignments, planned/unplanned absences, Capital flag work, cyclical training, and changes to assignments for special/holiday schedules (approximately 800 trains per weekday, 1000 assignments per weekday). Maintain adequate roster(s) size through attrition forecasting, coordinating new hire training, qualifying, and incorporating service plan in budget. Function as Transportation Department Lead on developing, implementing, and maintaining a Crew Management System (CMS) to ensure continuity of service delivery.
DUTIES AND RESPONSIBILITIES
+ Maintain adequate (approximately 800 trains per weekday, 1000 assignments per weekday) train and engine staffing to cover regularly scheduled assignments, planned/unplanned absences, increases/decreases in Capital Flag work, and changes to assignments for special/holiday schedules. Coordinate weekly advertisement/bids and awards process and establish an Extra List to cover planned absences.
+ Direct daily deployment of approximately 1300 train and engine personnel maintaining consistency with operational service requirements, budget constraints, collective bargaining agreements and departmental goals (on-time performance (OTP), Vacated Trains, etc.)
+ Direct interface between Crew Management Center (CMC) staff (management and clerical) and the Train & Engine (T&E) workforce in execution of daily tasks required to meet operational needs. Adhering to financial targets.
+ Execute daily CMS payroll interface to ensure appropriate wage compensation to +1300 Train and Engine Service employees.
+ Coordinate scheduling of T&E employees for mandatory training (Operating Rules, Emergency Evacuation, Security Awareness, etc.), utilizing most cost-effective layoff procedures.
+ Organize required Capital work schedules/assignments for crew book (twice per year) by coordinating with Capital Operations Managers and Line Superintendents.
+ Develop and implement regular reporting on labor costs, vacated train assignments, guarantee and relief days.
+ Respond to service disruptions to support field operation by coordinating T&E crews for ad hoc schedule based on qualifications, hours of service. Coordinate scheduling of T&E employees for mandatory training (Operating Rules, Emergency Evacuation, Security Awareness, etc.), utilizing most cost-effective layoff procedures.
+ Promote Corporate safety goals by promoting communication and modeling respect for people. Oversee crew management staff performance and ensure adherence to corporate goals, policies, and procedures.
+ Ensure adequate systems and related resources are made available and maintained for service delivery, including leading system development, maintenance, and upgrades.
+ Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
KNOWLEDGE, SKILLS AND ABILITIES
+ Knowledge of Operating Rules, Physical Characteristics, Metro-North Train Service Manual, NORAC, Federal Rules regarding the operation of trains and equipment and Collective Bargaining Agreements covering Assistant Conductors, Conductors, Engineers, and Hostlers.
+ Knowledgeable of train equipment, crew assignment, train cycles and equipment programs.
+ Strong leadership skills with the ability to direct and organize the activities of others.
+ Strong writing, verbal and presentation communication skills.
+ Strong planning, time management and organizational skills.
+ Must be available 24 hours/7 days a week as required.
+ Knowledge of Microsoft Office Suite or comparable PC applications.
+ Knowledge of (or must gain within 6 months of hire) Crew Management System (CMS), Terminal Management Incident System (TMIS), Incident Management System (IMS) and Asset Management System (AMS).
+ Familiarity with union working environment.
REQUIRED EDUCATION AND EXPERIENCE
+ Bachelor’s Degree in Transportation, Business Management, or related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of a degree
+ Minimum of ten (10) years of progressive experience in an 24/7, 365-day Transportation Operations environment.
+ Minimum of seven (7) years of experience managing a professional staff and projects.
The following is/are preferred :
+ Master’s Degree in Transportation, Business Management or related field.
+ Experience with front-line employee training preferred.

+ Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
+ Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
+ Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
