    POSITION SUMMARY

    The Environmental Resources Program Manager is responsible for overseeing the care, maintenance, and strategic planning of riverfronts, greenways, and natural areas within the City’s parks and open spaces. This role serves as a key liaison between public agencies, private landowners, non-profit partners, and City departments to develop and maintain land management agreements and implement best practices in environmental stewardship.

     

    The Program Manager leads and participates in procurement and contract management processes for design, engineering, restoration, and maintenance services, including oversight of both professional contractors and volunteer efforts. They monitor site conditions, ensure regulatory compliance, manage project budgets, and track consultant and contractor performance.

     

    This position plays a central role in shaping policy related to environmental issues such as stormwater management, tree canopy preservation, and landslide-prone areas. The Program Manager contributes to grant development and conservation easements, supports public engagement efforts, and ensures effective communication of project goals and outcomes.

     

    With a focus on sustainable land care and interagency coordination, the Environmental Resources Program Manager also provides leadership for clean fill and material reclamation operations, aligning all program activities with environmental standards, public safety, and the City's long-term sustainability goals.

    Qualifying Requirements:

    Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status.

     

    + WORK EXPERIENCE : The application must clearly show five (5) years of full-time experience in environmental management, project management, public infrastructure maintenance, or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)

    + EDUCATION/TRAINING: The application must clearly show a Bachelor’s Degree in Public Administration , Urban Planning, Environmental Science, Natural Resource Management, Landscape Architecture, Construction Management, or a related field.

    + EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is nine (9) years.

    CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) to have your name placed on the official Civil Service eligibility list for this position.     POSITION DUTIES

    + Develops and maintains agreements with public agencies and non-profits for care and maintenance services of city owned spaces.

    + Procures and oversees professional and volunteer care and maintenance services.

    + Works with public agencies, non-profit stakeholders, internal City departments, and communities to develop, establish, and maintain best practices in land management care for forests, hillsides, and interstitial areas in City parks, greenways, and riverfronts.

    + Ensures project compliance including budget and applicable codes, laws, regulations, rules, standards, policies, and procedures.

    + Reviews and monitors payments and project progress and results to consultants, contractors and other stakeholders.

    + Develops and deploys communications and supporting documents necessary to present project information and gather public feedback.

    + Coordinates with other departments, authorities, non-profit partners, and the community to develop policy on environmental planning issues such as stormwater management, floodplain development, tree canopy, undermined and landslide-prone areas, amongst others.

    + Provides information for and participates in the development of grant applications, conservation easements, Requests for Proposals (RFPs), bid packages, and other related materials for design, engineering, construction, restoration, and other related sources.

    + Provides leadership and guidance for the Department’s Clean Fill and Material Reclamation functions.

    + Attends required staff, committee, and board meetings, prepares reports, meeting minutes, and agendas as needed or required.
