Consequence and Resilience Specialist execute and coordinates all the necessary activities to ensure the Authority (across rail, bus, paratransit, and administrative functions) has the effective plans, exercises and related trainings in place to professionally respond to, recover, mitigate and prevent any emergency, crisis, or disaster, and operate effectively during special events, long term shutdowns and other events.

The Consequence and Resilience Specialist supports and serves as task lead on multiple projects, as directed by the Consequence and Resilience Managers. These projects and major Consequence Management activities include internal exercises and external exercises, and training activities conducted with jurisdictional partners and the development and maintenance of standard operating procedures and policy instructions for Video and Consequence Management, as well as Authority-wide plans.

Minimum Qualifications

Minimum Education

+ Bachelors degree in planning, Education, Emergency Management, Fire Science, Engineering, Business Administration, Public Administration or other related fields

+ In lieu of a bachelors degree, a high school diploma or general education diploma (GED) and four (4) years of performing frontline experience in planning, emergency management or instruction in an operationally complex organization, or any combination of experience, and in addition to the Experience requirement referenced below, will be considered.

Minimum Experience

+ A minimum of four (4) years of experience developing plans, and/or designing and delivering exercises and trainings, in emergency management, crisis management, risk management, business continuity, or another related field, in an operationally complex environment

Minimum Certification/Licensure

+ A valid motor vehicle operators license from the jurisdiction of residence

+ Roadway Worker Protection certification, Level 2, within 2 months of hire and maintained for the duration of time in this job

Preferred Qualifications

+ A Masters Degree Planning, Education, Emergency Management, Fire Science, Engineering, Business Administration, Public Administration, or other related fields

+ Certification in the field of Planning, Exercising (e.g. HSEEP and Master Exercise Practitioner), Advanced Instruction or Emergency Management (e.g. IAEM)

+ Applied knowledge, experience or certification related to Safety Management Systems

+ Knowledge of transit operations and relevant emergency management principles, risks and strategies in a transit or transportation operating environment

Summary

The Consequence and Resilience Specialist is a member of the Consequence Management team, which executes and coordinates all the necessary activities to ensure the Authority (across rail, bus, paratransit, and administrative functions) has the effective plans, exercises and related trainings in place to professionally respond to, recover from, mitigate and prevent any emergency, crisis, or disaster, and operate effectively during special events, long term shutdowns and other events.

Consequence and Resilience Specialists are responsible for executing Consequence Management activities, to include internal and external exercises and training activities conducted with jurisdictional partners and the development and maintenance of standard operating procedures and policy instructions for Video and Consequence Management as well as, Authority-wide plans.

ESSENTIAL FUNCTIONS

Principal Job Duties

+ Develops, coordinates and continual improves emergency and coordination plans relating to prevention, readiness, response, recovery, and mitigation across the Authority, including rail, bus, paratransit, facilities, construction, IT and administration to include the Emergency Operations Plan, Authority-wide Continuity of Operations Plan and the Severe Weather Plan.

+ Leads the Continuity of Operations program which includes serving as a liaison for internal partners, developing and maintaining department/office continuity of operations plans and conducting related drills.

+ Develops and delivers, exercises, training, and related programs to prepare internal and external leaders and frontline responders for emergency incidents, including Authority executives, managers, and employees along with jurisdictional response agencies. Exercises include tabletop exercises, workshops, seminars, and full-scale exercises and related training activities.

+ Responsible for the coordination and planning for Authority planned events and internal initiatives that may impact operations, and other events (at leadership discretion). This includes close coordination with internal partners Authority-wide and external partners at the local, state, regional and federal level.

+ Responsible for Authority-wide coordination meetings, planning and exercises for planned events to include National Special Security Events (i.e., Inauguration), special events (i.e., 4th of July), regional sporting events (i.e., Marathons, baseball, basketball, etc.), internal initiatives that may impact operations and other events, at leadership discretion (i.e., Major shutdowns).

+ Provides Emergency Operations Center (EOC) operational support, in support of Managers, Consequence and Resilience and the Director, Consequence Management during EOC activations.

+ Develops, manages, and delivers strategic initiatives to address coordination and planning for special events and other operational needs to support the readiness of the agency to provide efficient and effective service, in coordination with local, state, regional, and federal agencies across the region.

+ Effectively communicates and liaisons with management and frontline staff from both Metro and external partner agencies in the performance of their duties.

+ Establishes, builds, and maintains relationships with regional governmental, federal and community officials and organizations on emergency management coordination efforts, information sharing, and special events/exercises.

+ Supports external exercises and training activities with jurisdictional partners that include but are not limited to fire departments, law enforcement, and emergency management agencies at the local, state and federal level.

+ Serves as Emergency Liaison Officer in local, state, or federal Emergency Operations Centers to further enhance regional coordination.

+ Serves on local, regional, and federal discussion- and operations-based exercise planning committees as well as participating in exercise conduct.

+ Represents the Authority on a wide range of internal and external emergency management activities, committees, task forces, teams, and meetings to include Metropolitan Washington Council of Governments Committees (Homeland Security Executive Committee Advisory Council, Regional Emergency Support Function Committees and Subcommittees for Regional Emergency Support Functions #1 ¿ Transportation and #5 ¿ Emergency Management), Northern Virginia, District of Columbia, and Maryland Emergency Management and Training and Exercise committees, Northern Virginia and Maryland Emergency Response System Steering Committees, Northern Virginia Emergency Managers Committee, FEMA Consequence Management Subcommittee and Metropolitan Area Transportation Operations Coordination (MATOC).

+ Manages projects, programs, policies, and procedures related to operational coordination and emergency management in support of any given special event, shutdown, incident, or other activities, as identified by leadership.

+ Establishes and manages the data, processes, and systems that provide information (i.e., weather) to internal partners in order to make decisions related to incident and crisis response and recovery.

Other Duties

+ Works with other Consequence and Resilience Specialists to track weather, utilize weather tracking tools (i.e., AI platforms), send weather notifications, conduct weather related meetings, and exercises, maintain close coordination with the National Weather Service and serve on Regional weather-related calls conducted by National Weather Service, MATOC, and Metropolitan Washington Council of Governments.

+ Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
