This position provides senior leadership and management within the Minnesota Bureau of Criminal Apprehension (BCA) as the Deputy Director of Minnesota Justice Information Services (MNJIS). The Deputy Director also serves as Minnesota’s FBI Criminal Justice Information Services (CJIS) Systems Officer (CSO), providing oversight and strategic direction for the state’s CJIS Security and Compliance Program. The BCA’s MNJIS Division serves as the statewide gateway for criminal justice information systems and services, connecting local, state, and federal criminal and non-criminal justice agencies through the secure Criminal Justice Data Network (CJDN). MNJIS is also responsible for coordinating, implementing, and managing Minnesota’s statewide criminal justice integration initiatives. This position provides enterprise-level management, strategic leadership, and oversight for all BCA/MNJIS products and services, including the BCA’s secure CJDN and its supporting infrastructure.
This position will have the option of teleworking up to two (2) days per week.

Minimum Qualifications
1. A minimum of eight (8) years of professional experience in the criminal justice system, including at least five (5) years in a managerial capacity leading the development implementation and operations of large-scale information systems/applications, which include all of the following:
+ Experience in software engineering and system development, including architecture, operations, maintenance, 24/7 support, and application testing, following standard development methodologies
+ Experience in program management and business process improvement, including the development and implementation of information technology policies, standards, and practices
+ Experience in maintaining multi-agency information technology relationships
+ Strategic planning capabilities related to information technology and security with the ability to evaluate and analyze complex issues at a strategic level to develop problem-solving solutions
+ Proven skills in organizational development, leadership, delegation, and interpersonal communication to support and implement organizational change
2. Experience in the criminal justice field that includes interpreting, applying, and communicating complex state and federal laws to support division or program operations.
3. A demonstrated mindset focused on innovation and continuous improvement, with the ability to promote a culture of experimentation and adaptability.
5. Excellent written and verbal communication skills, with the ability to engage diplomatically across audiences and maintain effective relationships with a diverse range of stakeholders.
6. Supervisory experience including hiring, coaching, performance management, and team development.
7. Ability to work effectively and cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications
Master’s degree or advanced degree in law enforcement, criminal justice, public administration, information technology, cybersecurity or a related field from an accredited institution.
Knowledge of and experience interpreting and implementing FBI CJIS Security Policy requirements.
Experience working within public sector information technology, with strong knowledge of applicable statutes, rules, policies, standards, and government systems.
Physical Requirements
Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
