Summary:
Our data centers are the foundation upon which our rapidly scaling infrastructure efficiently operates to deliver our services. Meta is seeking an experienced and organized procurement manager for our Strategy & Operations Team within Site Development. The Strategy & Operations Team’s mission is to be a central conduit for strategic direction and business operations leadership for the wider Site Development organization, directly supporting site selection and enablement for Meta’s data center capacity needs. This role will be instrumental in ensuring we have standardized and streamlined procurement processes that enable us to scale and ensure compliance. This role will include extensive cross-functional collaboration, strategy, leadership reporting, and frequent connection with our financial management.

Site Development Business Operations Procurement Manager Responsibilities:
1. Serve as primary liaison between Site Development and partner teams, facilitating communications, requests, and escalations
2. Lead the development and execution of procurement strategies that align with site development and organizational objectives
3. Establish, refine, and champion procurement policies, processes, and governance frameworks to ensure compliance and efficiency
4. Influence and collaborate with cross-functional partners and leadership to set procurement priorities and facilitate alignment
5. Manage long-term procurement planning and forecasting to support current and future site development needs
6. Identify, implement, and champion new solutions and continuous process improvements, while leading change management efforts for the adoption of new procurement processes, tools, and policies across the organization
7. Lead procurement metrics, key performance indicators, and reporting, including monthly business reviews and compliance with service level agreements
8. Develop and maintain supplier performance metrics (e.g., scorecards, dashboards) to provide actionable insights to leadership and stakeholders
9. Collaborate with internal teams to identify, monitor, and mitigate supplier-related risks, including financial, security, continuity, and regulatory risks
10. Manage the full supplier lifecycle, from selection and onboarding (documentation, verification, training) to ongoing relationship management, performance oversight, and offboarding
11. Lead and support business improvement and process optimization initiatives, working closely with cross-functional teams to implement best practices in supplier management
12. Develop and maintain templates, tools, and processes to streamline procurement activities, ensure consistency, and enable data-informed decision making
13. Manage and support vendors submitting procurement requests through internal tools, ensuring a seamless and compliant process
14. Proactively engage stakeholders to gather feedback, assess needs, and ensure procurement strategies are aligned with business objectives
Minimum Qualifications:

15. Degree in a related field, ie: business, operations, supply chain, etc
16. 5+ years of experience in business operations, contracting, procurement or related discipline
17. Demonstrated experience managing multiple complex, short- and long-term projects simultaneously in time-bound, deadline-focused, and ambiguous environments
18. Demonstrated experience building, managing, and influencing relationships with a variety of cross-functional partners and stakeholders
19. Demonstrated communication skills to facilitate alignment, ensure clear and consistent messaging, and translate complex issues for various audiences
20. Practical experience analyzing data, breaking down issues into actionable workstreams, and resolving conflicts
21. Practical experience prioritizing and executing a high volume of tasks while ensuring a high attention to detail
22. Experience influencing operational changes and maximizing adoption of new processes and tools
23. Experience managing vendor relationships and performance
24. Proficiency with Google Workspace and Microsoft Office applications
25. Capacity to maintain confidentiality with business critical information

Public Compensation:
$126,000/year to $179,000/year + bonus + equity + benefits
