    POSITION DETAILS

    This is a full-time, 40 hour per week position on first shift. Schedule is Monday-Friday between 7:00am and 3:00pm with rotating weekend and holiday shifts.

     

    This small team chose to do this work because they believe in the importance of the prevention of sexual assault and the efficacy of treatment. The team meets for 3 hours on the first Thursday of every month for group supervision and you will have 1:1 supervision, as well. Our team has jointly developed the content for the program based on empirically supported treatments for PSB and tweaked it based on our collective experiences implementing it in the facilities. The day-to-day job responsibilities consist of running 4-5 PSB groups per week and conducting PSB risk/treatment need assessments (Scoring the Static-99R, etc.) to determine group placement. Note that the write-up for the Assessment piece is lengthy and you should not mind writing. At the culmination of the group a “final synopsis” is completed on each inmate summarizing their risk level and participation/growth in the group, which is typically 1-2 pages long. At the inmate’s request (and upon signing an ROI) these are sent directly to the psychologist at the Board. The therapeutic groups address many factors that have been found through research to contribute to PSB. We discuss risk factors, consent, thinking errors, early childhood maladaptive schemas, trauma, addiction to pornography, hypersexuality, and so many more. We help clients build on their protective factors such as; developing and maintaining healthy relationships, meeting emotional and physical needs in healthy ways, and many more! The selected candidate will receive training in:

     

    + Scoring the Static-99R and Child Pornography Offender Risk Tool (actuarial risk assessment measure);

    + Identification of dynamic risk factors empirically linked to PSB;

    + Conducting semi-structured interviews as part of the assessment;

    + Implementation of groups for PSB;

    + Classification (including how to read Rap Sheets);

    + Utilization of JEB & Case Notes systems to review criminal records;

    + Enjoying research and writing, sometimes we need to dig through a lot of material to find the data needed to score assessments and the final synopsis and assessments require quite a bit;

    + Being able to compartmentalize your work to some degree (some of the things we need to read/discuss on a regular basis are pretty terrible);

    ABOUT US

    The Osborn Correctional Institution recognizes its stewardship responsibilities to the citizens of Connecticut, as well as to the residents of Somers and Enfield. The facility is a medium security institution that houses one of the largest inmate populations of the correctional facilities in the state. The facility operates under the Unit Management System. Under this model an assigned Unit Manager directs all the functions of their assigned units. There are 17 inmate-housing units each with its own specific institutional function. The Unit Management System enhances safety and security by limiting inmate mass movement and providing for controlled movement during the daily institutional routines. The facility supports an inpatient medical hospital, a mental health unit, a comprehensive education program, an inpatient Addiction Services unit and one of the largest Correctional Industries Program in the state.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency behavioral health program as part of a multi-disciplinary team at one or more locations this class is accountable for independently providing clinical social work services.

     

    OFFICE OF HEALTHCARE ADVOCATE: This class is accountable for serving as a case manager and advocate for clients that have received or need to receive behavioral health care services.

    EXAMPLES OF DUTIES

    + As a member of multi-disciplinary clinical team or within a network of community-based behavioral health services develops psychosocial assessments through clinical interviews with assigned clients and families which include consideration of developmental, social and/or cultural, substance abuse, psychological, environmental and medical issues;

    + Develops treatment plans including measurable treatment objectives;

    + Provides clinical treatment services in the form of triage, crisis intervention, individual, group and/or family therapy, screening and planning;

    + Advocates and develops networks of social and clinical services to assist clients in meeting identified needs;

    + Monitors and evaluates effectiveness of treatment plans and documents treatment in clinical records;

    + Completes reports in accordance with agency and accrediting bodies;

    + Provides clinical supervision to Licensed Master Social Workers;

    + Consults and collaborates with other behavioral health providers to improve delivery of services to clients;

    + Provides forensic evaluations and court testimony as required;

    + Maintains social work treatment and standards as required;

    + May participate in research projects;

    + Performs related duties as required.

    OFFICE OF HEALTHCARE ADVOCATE

    + Manages a caseload of consumer behavioral healthcare insurance complaints concerning coverage and/or payment;

    + Reviews and assesses medical records including psychological assessment and treatment plans, concerning but not limited to mental, emotional, behavioral and addictive disorders to determine appropriate treatment plans and eligibility for insurance benefit payment;

    + Participates in insurance appeal hearings and serves as clinical expert to defend and demonstrate that the diagnostic assessment and treatment plans are appropriate and required to address client behavioral healthcare needs;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Knowledge of

    + social work methodology, casework, group work and community mobilization;

    + family and interpersonal relationship dynamics;

    + values, sanctions, purposes and ethics of professional social work;

    + social, cultural, economic, medical, psychological and legal issues which influence attitudes and behaviors of clients and families;

    + mental illnesses and approaches to treatment;

    MINIMUM QUALIFICATIONS

    Licensure as a clinical social worker in the State of Connecticut.

    PREFERRED QUALIFICATIONS

    + Experience with individual and group psychotherapy;

    + Experience with criminal justice involving adults;

    + Experience with conducting sex offender assessments;

    + Experience in providing group programming for problem sexual behavior;

    + Experience providing independent, research driven, decision making regarding risk determination and delivery through comprehensive written reports.

    SPECIAL REQUIREMENTS

    + Incumbents in this class must possess and retain a license to practice clinical social work pursuant to Sec. 20-195 (m) through (r) of the Connecticut General Statutes.

    + Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. § 1320a-7b(f).

    + Incumbents in this class may be required to have knowledge of sign language and communication ability with the deaf and hearing impaired in certain designated positions.

    + Incumbents in this class may be required to have ability in Spanish oral and written communication in certain designated positions.

    + Incumbents in this class may be required to travel.
