At the DCF, we are seeking a full-time (40 hour) Child and Families Program Supervisor (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=6584PR&R1=&R3=) to join our Special Qualitative Review Division (SQR), which is under our Bureau of Continuous Quality Improvement, in our Central Office location, Hartford, CT.
Position Highlights:
+ Located in our Central Office, Hartford, CT.
+ This position is full-time, first shift, 40 hours per week, Monday - Friday, 8:00 am - 5:00 pm
The Role:
Maintaining a robust Continuous Quality Improvement (CQI) system requires dedicated and focused Quality Management staff to ensure data integrity and reliable results. A strong Quality Management system balances both assurance and improvement efforts. The core CQI cycle of Plan, Do, Study, Act (PDSA) necessitates an understanding of the work itself, combined with expert knowledge of quality management principles.
This opening will be a part of our Special Qualitative Review Division (SQR), which is under our Bureau of Continuous Quality Improvement . The successful candidate will work collaboratively within the agency and as a member of the National Partnership on Child Safety, which includes 42 other jurisdictions. The SQR unit's mission is to enhance child safety and reduce child maltreatment fatalities by promoting innovative practices in child protection. This position reports to the SQR Director at the Central Office

+ Extensive experience in, and knowledge of, Connecticut's child welfare system
+ Ability to assess and synthesize large amounts of case information that may be complex and/or conflicting
+ Participation and involvement in CQI work within the area office
+ Ability to analyze and summarize data for trends, systems issues, problem identification,
+ Ability to develop solutions to address problem areas
+ Ability to work well as a team member
+ Knowledge of Excel, Word, PowerPoint
+ Proficient in SharePoint, LINK, Ct-Kind, and ROM
+ Skilled in speaking to groups, conducting training and facilitating learning forums.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Children and Families this class is accountable for managing administrative child welfare/protective services programs.
EXAMPLES OF DUTIES
+ Conduct SQR and CI reviews, create written reports and aggregate domains. Identifies case practice and systemic challenges and conducts system mapping to brainstorm system-level solutions to be considered by Exec. Team
+ Attends internal and external meetings to review recommendations to seek authorization for follow up (i.e. consider policy revisions, learning forum identification, hand off to focus group/work group for resolution etc.).
+ Oversight of improvement projects and training.
+ Ensures SQR and CI review process conforms with Safety Culture,
+ Monthly data collection and analysis,
+ Design, coordination and development of reports,
+ Spreadsheets development and entry,
+ Power point presentations, and oral reports
+ Programs on special activities, services or special projects,
+ Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in the field of child welfare, children's protective services, foster services, adoption or social and human services.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a supervisory capacity over professional staff responsible for planning, developing or implementing administrative or program services in child welfare, children's protective services, children's mental health or juvenile justice.
NOTE: For state employees this experience is interpreted at the level of a Social Work Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree or other advanced degree in behavioral science, public administration, education, social work or a closely related field may be substituted for one (1) additional year of the General Experience.
+ For state employees, two (2) years of experience as a Children Services Consultant may be substituted for the General and Special Experience.
NOTE: Closely related fields are: child welfare, applied sociology, social and/or human services, clinical psychology, child development, criminal justice, counseling, human development and family relations, human service, marriage and family therapy.
PREFERRED QUALIFICATIONS
+ Experience with Mindshare and PIE Data (Provider Information Exchange) data
+ Experience with Microsoft Suites, e.g. Excel, PowerPoint, Word
+ Experience with Continuous Quality Improvement (CQI) work within the area office
+ Experience speaking to groups, conducting training, and facilitating learning forums
