    Idaho Department of Lands

     

    The Idaho Department of Lands (IDL) is seeking a full time Lands Section Manager – Logistics position. This position will be located at our Coeur d’Alene Bureau Office in Coeur d'Alene, Idaho.

    Responsibilities:

    + Maintains statewide oversight and responsibility of IDL's Logistics program including contracts, policies, procedures, guides, protocols, and management of business program expectations and personnel performance. Including oversight of distribution and receiving of fire supplies on average of $30 million dollars annually in fire costs.

    + Serves as the primary point of contact for USFS Regional Cache Managers, Bureau of Indian Affairs and Logistics Directors (Regions I and IV) Northwest Compact including Canadian provinces and state to state resources. regarding interagency logistics practices coordination and applicability.

    + Supervises 13 permanent and up to 100 seasonal employees.

    + Manages IDL's Fire Logistics System. "Incident Cache Logistics Interagency Program" (ICLIP). This includes the development, maintenance, and implementation of plans, policies, guides, and communication procedures

    + Oversees the development and maintenance of IDL Fire logistics Policies and procedures, National Wildfire Coordinating Group (NWCG) requirements, IDLs and USFS statewide prepositioning program.

    + Oversees and maintains the overall IDL Fire logistics Budget, advising the Bureau Chief of ongoing budget needs and balance updates.

    + Oversees the development and implements training of IDL Fire logistics policies and procedures as well as oversees the implementation of policies in matters of state to state and interagency sharing of equipment and supplies.

    + Oversees the transportation program which includes up to 35 rental box trucks, 2 tractors, and 8 trailers as well as 4 stakeside delivery trucks.

    + Represents the State of Idaho Department of Lands at Regional and National conferences and trainings of ongoing budget needs and balance updates.

    + Supervises and oversees the development and implementation of IDL fire response apparatus.

    + Oversees the manager of the Federal Excess program. Works with 190 fire departments across the state in supplying them with federal surplus equipment and apparatus.

    Minimum Qualifications

    Experience with management practices; budget development and monitoring; researching, writing and implementing policies and procedures; compiling, organizing and analyzing technical or programmatic information, defining alternatives and preparing recommendations for senior management, administrators, or governing boards.

    + Fire prevention and planning: Experience in Fire prevention Fire planning Data analysis Reviewing and establishing key performance indicators, standards or strategic planning.

    Desired Qualifications

    Experience: Analyzing land management program issues, making recommendations, and writing reports; Developing programs including establishing goals and strategic direction, budgeting and evaluating results; and working with various groups, individuals and interests to develop understanding, acceptance, and support for a program.

     

    Good Knowledge Of: Wildland fire operations, including the use of aircraft; Wildland fire safety practices and procedures; Wildland Fire Qualification System Guide, PMS 310-1; and Wildland Fire Dispatch.
