The Idaho Department of Lands (IDL) is seeking a full time Lands Program Manager – Forestry and Fire. This position will be located preferably in Coeur d’Alene but may consider Boise and other statewide locations under certain conditions.

Description
To provide leadership for major statewide programs in support of the department's mission, vision and values; perform related work. The programs managed may be in a large disciplinary area or function; or may include diverse functions and/or disciplines.
Responsibilities:
+ Coordinate and lead collection of forest assessments for funding the IDL Fire Program.
+ Work with fire wardens to understand and implement forest assessments.
+ Work to audit data.
+ Be the lead to replace the Private Fire computer system. This requires active integration with ITS and GIS.
+ Be the subject matter expert and "power user" of the assessment program "Private Fire"
+ Assist with assessments and audits when available.
+ Coordination with counties to ensure a seamless transfer of data.
+ Calibration and training for districts to ensure consistency and accuracy throughout the state.
+ Research topics regarding changes to assessment rates, technologies for enhancing assessment accuracy.
+ Assist the fire wardens with end of the assessment year certificates.
+ Track county payments.
Minimum Qualifications
Experience:
+ Analyzing land management program issues, making recommendations and writing reports
+ Developing programs including establishing goals and strategic direction, budgeting and evaluating results
+ Working with various groups, individuals and interests to develop understanding, acceptance and support for a program
Desired Qualifications
+ GIS and analysis skills
+ Experience with tax collection and tax law
+ Experience with computer software design and implementation

Under the direction of the Idaho State Board of Land Commissioners (https://www.idl.idaho.gov/about-us/land-board/) , IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
